3
Florida Operations Level Hazardous Materials Training Program Introductions q Student introductions q Instructor introductions Unit 1 3
4
Florida Operations Level Hazardous Materials Training Program Objectives q Differentiate between hazardous materials emergencies and incidental spills q Identify mission specific training competencies important to the participant’s job function q Identify incident levels q Define defensive and offensive q Identify sources of available pre-incident data Unit 1 4
5
Florida Operations Level Hazardous Materials Training Program Incidental vs. Emergency q Incidental q Employees properly trained q Employees properly protected q Of a scope that employees can control, based upon recommendations of MSDS or employer policies q Example: A spill at a hardware store Unit 1 5
6
Florida Operations Level Hazardous Materials Training Program Incidental vs. Emergency q Emergency q Uncontrolled release of material q Poses high risk High exposure levels Life threatening injury IDLH Fire or explosion hazard Oxygen deficient atmosphere Unit 1 6
7
Florida Operations Level Hazardous Materials Training Program Operations Level Responders The Operations Level Responder is that person who responds to hazardous materials/weapons of mass destruction (WMD) incidents for the purpose of protecting nearby persons, the environment, or property from the effects of the release. Unit 1 7
8
Florida Operations Level Hazardous Materials Training Program Core Competencies q Survey the hazardous material/WMD incident q Gather hazard and response information q Predict the likely behavior of the material and the container q Estimate the potential course and harm q Describe the response objectives q Identify action options q Determine suitability of PPE q Identify decontamination issues q Establish scene control q Preserve evidence q Establish ICS q Use appropriate PPE q Evaluate progress q Communicate the planned response Unit 1 8
9
Florida Operations Level Hazardous Materials Training Program Mission Specific Competencies q Personal protective equipment q Performing technical decontamination q Performing mass decontamination q Victim rescue and recovery q Product control q Air monitoring and sampling q Evidence preservation and sampling techniques q Response to illicit labs Unit 1 9
10
Florida Operations Level Hazardous Materials Training Program Emergency Scene Operations q Defensive q Minimum PPE = Full Bunker Gear/SCBA q Avoid direct contact q Avoid high concentrations q Offensive q Mission specific q Properly trained q Properly protected Unit 1 10
11
Florida Operations Level Hazardous Materials Training Program WMD/Illicit Activities q Secondary devices q Evidence preservation q Sampling Unit 1 11
12
Florida Operations Level Hazardous Materials Training Program Employer Plans q Employer Emergency Action Plans q Activate 911 q Begin evacuation q Applies to industry q Employer Emergency Response Plans q Required by law q Defines employer and employee roles q Identifies organization’s response Unit 1 12
13
Florida Operations Level Hazardous Materials Training Program Standard Operating Procedures q Identify your actions in order to properly respond to the incident q SOPs implement the “intent” of your employer's emergency response plan q May include mission specific functions Unit 1 13
14
Florida Operations Level Hazardous Materials Training Program LEPCs q Made of members from different disciplines q Provides guidance to the communities The hazards that are present in the area The vulnerabilities to those hazards The resources available within the district to respond to such emergencies Unit 1 14
15
Florida Operations Level Hazardous Materials Training Program CEMPs q Local q Devoloped by each community q Activated when events occur that require the unique application of area resources q State q Florida Division of Emergency Management q Requested by Local EM q Florida FOG Manual Unit 1 15
16
Florida Operations Level Hazardous Materials Training Program National Contingency Plan q Incident exceeds local and state q EPA and Coast Guard q Covers major hazardous materials emergencies q Contact NRC Unit 1 16
17
Florida Operations Level Hazardous Materials Training Program Incident Levels q Level 1 Minor Incident q Handled by first arriving units q Level 2 Moderate Incident q Requires limited additional resources q Level 3 Severe Incident q Requiring significant multi-agency response Unit 1 17
18
Florida Operations Level Hazardous Materials Training Program Initial Incident Considerations q Incidental vs. Emergency Hazards of product Quantity of product On-site employee capabilities to control Scope, jurisdiction and authority Potential for targeting of responders Unit 1 18
19
Florida Operations Level Hazardous Materials Training Program Initial Response q Insure awareness goals completed q Recognition/identification q Isolation q Protection q Notification Unit 1 19
20
Florida Operations Level Hazardous Materials Training Program Initial Response q Conduct operations level hazard/risk assessment q Determine who and what is at risk q Identify incident priorities q Develop and implement a plan of action q Determine the necessary level of response q Communicating the plan to others Unit 1 20
