OTF eProcurement platform Briefing 1

Supporting the Australian and New Zealand government sector in the discovery and sustainable uptake, sharing and re-use of interoperable solutions and open standards Part of the global fabric for advancing this vision Strong oversight from OTF members SA, NSW, QLD, NZ, WA, Vic 2 The Open Technology Foundation

Part of cooperation between OTF and European Commission, we have access to shared platforms – Open ePrior The Parliament of the European Union has issued a Directive to European countries to implement e-procurement practices In response, the European Commission initiated a program to build e-procurement management applications (based on international standards for e-procurement) for use by its agencies and suppliers This module is seen as covering a critical stage in the procurement process from a security, probity and confidentiality perspective 5 Sharing OPEN Platforms

Governments in A&NZ are embracing the Digital by Default agenda, which commits governments to proactively modernise and transform their services using digital technology. Agencies are expected to move away from simply using ICT to do what they have always done cheaper and faster; but rather, new or reformed government services will make the best use of digital technology throughout their end-to-end processes. 5 OTF member government focus

55 Open e-PRIOR REVIEW Throughout the whole procurement life-cycle, from identification of need, to contract award, one of the most critical risk areas is during the tender open period when respondents are preparing for and lodging their submissions Rationale for review

66 many different approaches and practices in this stage including: tightly controlled and encrypted submission of responses via dedicated internet sites electronic submission of password protected responses email of submissions to personal email addresses physical lodgement of hardcopy submissions at tender boxes Each of these have varying degrees of risk of error and compromise of security, probity and confidentiality Rationale for review Open e-PRIOR REVIEW

77 The processes and practices for communicating with the market during this stage also vary from ad-hoc verbal communication to tightly controlled, monitored and electronically recorded communication logs Each of these practices also have varying degrees of risk to security, probity, confidentiality and challenges for identity authentication Rationale for review Open e-PRIOR REVIEW

88 The processes and practices for the opening, logging and distribution of submissions received to evaluation panel members (including processes for late responses) vary significantly with widely disparate risk profiles The audit trail and records management processes and practices in this critical phase of the life-cycle are similarly variable Rationale for review Open e-PRIOR REVIEW

99 What it is and What it is Not? Open e-Prior is a solution that is able to assist to mitigate critical procurement risks at the tender submission stage supported by the European Commission to be trialled, evaluated and used (freely) simple to use and easily accessible strong on authentication a tool that can be used by agencies with limited training and establishment effort readily available, customisable and scalable able to be interfaced to Basware Open e-PRIOR REVIEW

10 What it is and What it is Not? Open e-Prior is NOT a substitute for existing procurement applications (especially post-Contract Award) mandated to be used a tool suitable for all procurement processes (e.g. where hard copy submissions are required or where suppliers are not sophisticated users of e-platforms) ready to be used immediately without some customisation Open e-PRIOR REVIEW

11 Current Status and Next Steps Next Steps Continue awareness of this opportunity Provide support for pilot if required
