3 History In 2007, Legislature established Local Emergency Management Assistance Fund to provide supplemental funding for local emergency management Agency. The Supplement was to be funded by an annual allocation from the budget of Alabama EMA sufficient to make annual disbursements up to $12,000 for each local emergency management agency that met certain criteria. Those local programs paying over $40,000 could receive additional funding from EMPG up to $12,000. 4 Current If the Director’s salary is increased above $40,000, then the $12,000 state salary subsidy shall be decreased by the amount of the salary increase and the federal allocation provided to the county shall be increased by an equal amount up to $12,000. Example: In year one, a director’s salary on the date of certification was $28,000. The director’s salary is increased to $40,000 using the $12,000 state salary supplement. The County gets no federal allocation because the entire $12,000 was used as a salary supplement. In year 2, the County increases to director’s salary to $42,000. The state salary supplement will be reduced to $10,000 and the County would potentially receive an extra $2,000 of EMPG dollars. Local EM Salary Supplement

5 Current However, the County could lose a maximum of $4,000 under the current CLEM Policy if: 1.The EMPG funding source was not able to cover the maximum supplement for all counties. 2.If the County could not make the required match. This creates a disincentive to raise salaries which was not contemplated by the Legislature when it enacted the CLEM Act. Local EM Salary Supplement

6 Proposed Change CLEM policy guidance so that the state salary supplement awarded to the Local EM Agency on the date of certification shall remain the same throughout the employment of the CLEM certified Director. – For example, in year one, a director’s salary on the date of certification was $28,000. The director’s salary is increased to $40,000 using the $12,000 state salary supplement. The County gets no federal allocation because the entire $12,000 was used as a salary supplement. In year 2, the County increases to director’s salary to $42,000. The state salary supplement remain $12,000 and the County will continue to receive no extra federal EMPG funds. Now, when the County gives its director a $2000 raise it will only cost the county an additional $2000 rather than a potential $4000. Local EM Salary Supplement

7 Proposed Change the Alabama EMA appropriation provisions to provide one line item for County distributions which shall be an amount equal to the current salary supplement line item plus the additional regular General Fund appropriation. The state salary supplement funds may change from year to year depending upon which directors continue their employment and receive raises, but the excess funds will be made available to the Counties as additional State matching funding. 8 New Continuing Education proposal will help Local EM Directors stay up to date on all aspects of Emergency Management. Justify funding for Counties in the state General Fund. CLEM Continuing Education

9 Local State of Emergency Salary Supplement State Disaster Funding Structure Make Administrative amendments to bring the act up to date with other laws and regulations. Updating the Alabama EMA Act
