2 PURPOSE O Provide end of year results to the Enhanced Call Verification Program O Alarm Calls For Service O Review of previous years data O Partnership with CryWolf during May 1, 2012 – April 30, 2013

3 BACKGROUND O Enhanced Call Verification O Requires the Alarm Monitoring Company to attempt contact with the alarm owner using two or more different telephone numbers before contacting the Police Department when an alarm is activated. O Burglary Alarms Only – this does not include Panic Alarms or Armed Robbery Alarms

4 BACKGROUND O Fee Schedule O $25 – Initial Registration Fee O $25 – Annual Renewal Fee O First two False Alarms (within any O consecutive 365 day calendar period) O A Written Notification is sent to the Subscriber and the Alarm Business by Crywolf

14 Top Offenders CryWolf May 1, 2012 to April 30, 2013 O Avondale PD responded to a total of 259 false alarms for Top 30 Offenders. O Still respond as there is no “suspension/response” policy or ordinance

15 Average Response Cost O Average Salary with Benefits: Patrol - $37.79 an hour Dispatch - $32.44 an hour O Hours spent on False Alarms: Patrol – 621.5 hours at a cost of $23,486 Dispatch – 166.5 hours at a cost of $5,401 TOTAL: $28,887 **

16 RECOMMENDATION Police Department to continue to monitor our alarm calls for service and our partnership with CryWolf for one more year. Determine if a decrease in police response to false alarm calls for service continues and provide quarterly updates.

17 Policy Questions Do you want to implement a No Response policy for those alarm users that have 5 or more False Alarms within a 365 day calendar period, and have not paid their fees? Unless there is an independent verification. Do you want to reduce the annual fee amount?

18 Policy Questions Do you want to enforce subsection 20-52 (c) of the ordinance charge for a class 1 misd? Do you want to implement a collections process through CryWolf?
