Statistics Division Beijing, China 25 October, 2007 EC-FAO Food Security Information for Action Programme Side Event Food Security Statistics and Information for Targeting Poor and Hungry Populations at Sub-national Levels HBS: OBJECTIVES AND MAIN CHARACTERISTICS (1) Objectives: observing, from a multilateral perspective, the living standards of the population with respect to income, expenditure, and living conditions. Main characteristics: –The HBS is a yearly continuous survey conducted by the NBS. –Sample size: about 6000 households selected based on two-stage sampling design. –Coverage: the territory of the country, except the left bank of river Dnester and Municipality of Bender; does not cover people living in the institutional units like prisons, asylums for elderly people, orphanages, etc. –Classification on expenditure follows the Classification of Individual Consumption by Purpose (COICOP).

Recording/Reference period: 2003 - the calendar month 2006- the calendar month, excluding: food product expenditures recorded only during a two-week period; some types of income and expenditures especially those of seasonal nature (expenditure and income from individual agricultural activity; expenditure regarding the dwelling maintenance such as central heating, gas bill, and procurement of coal and wood) which are registered for the current month and the last 12 months.

Statistics Division Beijing, China 25 October, 2007 EC-FAO Food Security Information for Action Programme Side Event Food Security Statistics and Information for Targeting Poor and Hungry Populations at Sub-national Levels Limitations on the use of HBS data The accuracy of some HBS food consumption data on: consumption of food products for which the period of acquisition and use exceed the registered period (two weeks in 2006 and one month in 2003) ; stocks, especially of food products purchased in big quantities; the monetary value of food consumption from own production (estimations made by households themselves, taking into account the prices on the local markets); Some food products were collected in broad groups of items that prevent from a better estimation of their nutrients values ; Limitations while comparing the results of 2006 with 2003 : 2006 HBS was conducted based on a new improved sample design ; some changes of data recording method were made The lack of an official food composition table for Moldova, including micronutrients such as vitamins, iron etc.

Statistics Division Beijing, China 25 October, 2007 EC-FAO Food Security Information for Action Programme Side Event Food Security Statistics and Information for Targeting Poor and Hungry Populations at Sub-national Levels CONCLUSIONS HBS is an important source of information on food deprivation and other food security indicators in Moldova, ensuring the information framework for monitoring the food security situation and progress in Moldova. The use of the Food Security Statistics Module (FSSM) software designed by FAO and implemented by the NBS is a very efficient tool for the elaboration and analysis of food security indicators. Further quality improvement of HBS will be made. In this activity NBS was supported by FAO Statistics Division and the European Community via their technical assistance and financial support. We would like to thank them for their assistance. The NBS looks forward to further support from FAO for the improvement and extension of food security analysis, including the use of updated versions of FSSM.
