7. 7 | 23 Marcelo Cintra do Amaral| BHTRANS | Zoetermeer, Netherlands | 09.12.2010 Description of tasks Task 4.1. – Methodological framework for transferability (lea by TIS.PT, NEA, UNIVLEEDS) Transferability process contemplates the following main stages a “search phase” where a best practice/ business concept on urban logistics is identified in the originator city; a “appraisal phase” where the compatibility of the best practice in the receptor city is appraised; an “refinement phase” where specific barriers amenable to change and factors of success are identified in the receptor city; finally, an “implementation phase” where the good practice is implemented in the receptor city This task is fully dedicated to the establishment of a framework to assess the potential for transferability of urban logistics concepts, practices and models.

11. 11 | 23 Marcelo Cintra do Amaral| BHTRANS | Zoetermeer, Netherlands | 09.12.2010 Description of tasks Task 4.2. – Assessment of transferability options and barriers (led by BHTRANS, TIS.PT, NEA, UNIVLEEDS, PTL-UNI) The exercise of transferability is most of all about looking properly at the enablers (success drivers) and the conditioning barriers affecting adoption of mobility management measures that selected before as candidates. Therefore, it is necessary to systematise what barriers to policy implementation exist and when are they likely to occur in each target case. The aim is thus to undertake an assessment of transferability and finally propose a framework supporting the adoption of urban logistic processes in new settings, in particular Latin America (in particular to Brazil and Peru). It will assess whether urban logistic measures adopted in the reviewed stock of experiences (both in case studies and as synthesised at the EU level in previous projects) are actually transferable and under what specific conditions.

This will provide recipients of the “TURBLOG_WW message” with valuable information of the topic by bringing to the dissemination activities a digest on the state-of-the-art in transferability along with aspects on practical feasibility and expected results of mobility management initiatives. As a transferability process does not simply imply individual technical or operational features of instruments, it should also focus on how a required policy instrument to support urban logistics may fit within the context of the receptor city, The need to transfer not only the policy instrument but also some of the relations between institutions and territories
