1. AWARD OF CONTRACT FOR CONSTRUCTION OF CALIFORNIA OAKS ROAD AT I-15 INTERCHANGE CIP NO. 8741 City Council Meeting January 18, 2011

2. Background  Construction of California Oaks Road at I-15 Interchange projects includes the following elements:  Loop on-ramps for entering I-15 Northbound and Southbound  Realignment and widening of off-ramps, Southbound off-ramp intersection at Madison Avenue  California Oaks Road widened to 6 lanes  Includes bridge widening, traffic signal modifications, paving, signing and striping  Landscaping (currently being designed, will be included as future change order)  Relocation of Rancho California Water District facilities  Anticipated construction schedule approximately 18 months (February 2011 to July 2012)  City Council approved Caltrans Cooperative Agreement on July 27, 2010 includes funding in amount of $21,990,000 from National Highway System/ Regional Improvement Plan (NHS/RIP)

4. Bid Results  Notice Advertising Bids issued November 4, 2010  Bid opening date December 16, 2010  Nine bids received  Bids ranged from $11,128,000.00 to $16,410,583.12  Engineer’s Estimate was $20,785,844.00  Low bid submitted by Granite Construction Incorporated from in amount of $11,128,000.00  Bids reviewed by Engineering staff and determined that prices are consistent with the current construction market

5. Reimbursement Agreement with Rancho California Water District  Project requires relocation of Rancho California Water District facilities in California Oaks Road  City Council approved Reimbursement Agreement with Rancho California Water District on December 7, 2010  Bid includes Alternate No. 1 for relocation of RCWD facilities in amount of $230,000.00  RCWD to reimburse City for cost of relocating faclities

6. Recommendation  Adopt a resolution awarding the contract for construction of the California Oaks Road at I-15 Interchange project to the lowest responsible bidder Granite Construction, in amount of $11,128,000.00 and Alternate No. 1 in amount of $230,000.00
