Workforce planning DEVELOPING AND IMPLEMENTING WORKFORCE PLANS

Can you guess the links between these 3 images?

IN THIS TOPIC YOU WILL LEARN ABOUT: Components of workforce plans Assessing internal and external influences on workforce plans The value of using workforce plans

Aims Today Understand the stages involved in workforce planning ‘Workforce planning is a systematic process for identifying and addressing the gaps between the workforce of today and the human capital needs of tomorrow…’

WORKFORCE PLANNING The process of assessing current and future staffing needs Allows management to be proactive and plan for any changes in the future size or nature of the workforce Current workforce: Size and skills Future workforce: Size and skills How? What steps can a business take in preparation? Where are we now? Where do we want to be in the future? How are we going to get there?

Alan Sugar’s workforce planning.

Corporate objectives ? Audit current staff; age, skills, flexibility, management ? What skills does the sidekick need? Identify need to recruit – advertise, job description, person specification, selection procedure ? Will this post be advertised? What skills does the sidekick need? Training needed for the role?

Alan Sugar’s workforce planning. Corporate objectives – next series sidekick needed…. Audit current staff – age, skills, flexibility, management – The communication of Mountford and Hewer is mostly non-verbal. They never ingratiate themselves with the contestants, which I think is admirable You have to be brilliant at eye-rolling, arched eyebrows, cocked heads, mischievous smiles, sometimes looking away in sheer horror. Identify need to recruit – advertise, job description, person specification, selection procedure – in time for next year Train – on the job, off the job & appraisal It's quintessentially British to have the slightly older woman. We don't do glamour in Britain, we do sensible, regal and sound. We have the candidates for eye-candy and it's important that they are looking across the boardroom at the craggiest faces.

Another real business example…. Of workforce planning

Terminal 5 Heathrow It took 18 years to design, 20,000 workers to build and cost £4.3bn - but now Heathrow airport's terminal five is finally complete. The new building, designed by the Richard Rogers Partnership, is 'one of the most breathtaking man-made spaces in modern Britain,' So what workforc e plans did they need?

Terminal 5 Heathrow Corporate objectives ? Audit current staff; age, skills, flexibility, management ? Identify need to recruit – advertise, job description, person specification, selection procedure ? Training needed for the role?

Workforce plan Corporate objectives – opening a new terminal! Audit current staff – age, skills, flexibility, management – need loads more! Identify need to recruit – advertise, job description, person specification, selection procedure – in time for opening. Train – on the job, off the job & appraisals – this was BAA weak point!

Problems at Heathrow…. Management not listening to experienced staff concerns Not enough staff employed Lack of experience with the layout of the building (staff lost/couldn’t give clear directions) Lack of training – only had 1 full run through of ‘most’ areas working – didn’t have a run through of baggage handling! Low staff morale….. To what extent is it important to get workforce planning right? What are the consequences of getting it wrong?

Back to some theory….

What are our workforce needs??! How do organisations decide?

Auditing and Looking forward.. What skills do the staff have? How old are the staff – who will be retiring? Who is willing to take on a new challenge? And what are the future needs…?

Workforce Planning Workforce Planning Existing Workforce Productivity Levels Machinery Demand for Product Competition State of the Economy

What type of workers? Supply Skills Needed Demographics Full Time Part Time Contractor Temporary Permanent

What influences workforce planning? CORPORATE OBJECTIVES Increase Market share Diversify SALES FORCASTS & PRODUCTION TARGETS Trends Key Products TECHNOLOGY Replacing Labour CHANGING WORK PATTERNS Minimum Wage Flexible Working

A detailed plan of the strategies that the HR department will undertake to ensure that future workforce needs are met Remember future workforce needs may be more or less than the current provision Strategies may include –Training –Redeployment –Internal promotion –External recruitment –Natural wastage –Relocation –Restructuring WORKFORCE PLANS

Benefits of workforce plans In a recession…. Lloyds closing down Cheltenham & Gloucester. All those city jobs gone! LDV closure? If there is growth in Demand… Strategy – allows to anticipate & prepare for change Can identify IT and demographic changes Flexible workforce & multi skilled Better work-life balance Reduce costs!

Your go…. Use arrow worksheet for next task

Describe these factors that influence a company’s workforce plans… Internal Factors External Factors Objectives Finances Operations Management Marketing Competitors Laws Economy Trade Unions

INTERNAL Factors that influence workforce plans Corporate objectives: Sales? Growth? Dividend pressures? Finances – cost of redundancies; cost of more recruitment & training. Op man needs – can they use more IT? Change in production methods? Could product be outsourced? Marketing = sales = qty = staff!

EXTERNAL Factors that influence workforce plans Competitors – headhunting your staff? Expanding/Rationalising? Better customer service? Laws – minimum wage, maximum working hours, equal opportunities. ICT – new tech = new skills to learn & unemployment Economy – recession or recovery TU powers which can ‘protect’ jobs and reduce redundancies. (more on this next week)

Whiteboard activity On one side write INCREASE And on the other write REDUCE

NHS Dentist Q’s Improved toothpaste technology Will this INCREASE or REDUCE the demand for NHS Dentists? Reduces Demand

NHS Dentist Q’s Better dental treatment techniques Will this INCREASE or REDUCE the demand for NHS Dentists? Increases Demand

NHS Dentist Q’s How will the following situations affect the SUPPLY of NHS dentists…..

NHS Dentist Q’s Increase in early retirement of dentists Will this INCREASE or REDUCE the supply of NHS Dentists? Reduces Supply

The following slide is for EXTENSION work -Depending on how much time there is left…. -- could be done as group, paired or whole class discussion – or skipped altogether!

In 2008 800,000 fewer patients visited the dentists – fears of dentist shortages… An electoral news headline! Regardless of political views… what would you ‘propose’ to do to restore the possible 3m people in the UK who do not have an NHS dentist? “ANALSYE your proposals for an NHS dentistry workforce plan.”
