5 ICT for SA in NSHPIC and FADAMA Institutional analysis of NSHPIC and FADAMA III to indentify the most effective way of integrating citizen feedback Assessment of stakeholder roles, responsibilities and incentives to report / take action and respond to feedback Assessment of beneficiaries’ capability to use cell phones for reporting, (access to handsets, network and capability texting) Identification of relevant CSO’s to facilitate implementation Development and iterative testing of citizen engagement models and SMS – based system for citizen verification of different levels of service delivery

9 Lessons Learned (so far) ICT-based SA mechanisms are a viable option for Nigeria given existing access and capacities However, development of effective ICT for SA mechanisms requires a deep understanding of institutional structure and incentive systems Approaches dependent on extensive policy dialogue and capacity development have the potential to have much broader reaching impacts than project based approaches, but results are much slower and more at risk from political changes etc There is enthusiasm and a large demand from citizens and government for ICT- based SA mechanisms, as well a a range of potential options for scale-up, adaptation and replication

The Fadama program has promised you a below market rate on fertilizer if you buy it with funds from the FUG’s bank account. It is a few days away from planting and you haven’t received the money for the fertilizer. You remember being trained on a system that let’s you SMS problems you have with Fadama to the people running the Fadama program. You walk to the FUG center where a poster about the SMS is hanging.

It lets the system know which FUG you belong to and where that FUG is located. All you need to do to start is SMS the number “4783” to the phone number of service. (This will be a shortcode in the future.) The system will respond with questions. Send the number that corresponds to the answer to the question back to the phone number of the service.
