Tech. Excellence Awards under P&E Aerospace Power Systems Award – TC: APS Presented every year since 1982 (3 recipients in 1995) Established in 1981, presented for a significant contribution in the broad field of aerospace power systems, specifically as related to the application of engineering sciences and systems engineering to the production, storage, distribution, and processing of aerospace power. This annual award is generally presented AIAA Propulsion and Energy Forum. Nomination Deadline: 1 February Air Breathing Propulsion Award – TCs: ABPSI, HSABP, GTE, P&C Presented every year since 1976 Established in 1975, presented for meritorious accomplishment in the arts, sciences, and technology of air breathing propulsion systems. This annual award is generally presented at the AIAA Propulsion and Energy Forum. Nomination Deadline: 1 February 4

Excellence Awards under P&E Energy Systems Award – TC: TE Presented in 1981, 1984 and every year since 1990 Established in 1981, presented for a significant contribution in the broad field of energy systems, specifically as related to the application of engineering sciences and systems engineering to the production, storage, distribution, and conservation of energy. This annual award is generally presented at the AIAA Propulsion and Energy Forum. Nomination Deadline: 1 February Propellants and Combustion Award – TCs: P&C, ABPSI, HSABP, GTE Presented from 1990 to 2002, 2004 to 2006, 2008 to 2015 First presented in 1990, presented for outstanding technical contributions to aeronautical or astronautical combustion engineering. This annual award is generally presented at the AIAA Propulsion and Energy Forum. Nomination Deadline: 1 February 5

Excellence Awards under P&E Wyld Propulsion Award – TCs: SR, LP, EP, N&FFP Presented 1948 to 1963 (dual awards on 54 to 60, 62, 63); 65 to 77 (Dual awards on 70, 73, 75); 79 to 98 ( Dual Awards on 85); 2001 to 2015) The Propulsion Award and the James H. Wyld Memorial Award honoring the developer of the regeneratevely-cooled rocket engine were combined in 1964 to become the James H. Wyld Propulsion Award. In 1975 the name was again modified to the Wyld Propulsion Award, which is now presented for outstanding achievement in the development or application of rocket propulsion systems. This annual award is generally presented at the AIAA Propulsion and Energy Forum. Nomination Deadline: 1 February 6

Excellence Awards, Issue Statement 7 5 different awards with 5 different processes Some have detailed documentation, some not; Convoluted multi-TC involvement/approval/lead rotation in the award process …The intent is not to “standardize”; processes are owned by the TCs and there are necessary unique aspects to each… Want to ensure each process confirms to the TAC requirements and are streamline/update/fix as appropriate, propagating best practice where it makes sense…

Awards Criteria – Current Status All AIAA Technical Excellence award must comply with the AIAA Technical Award Guidelines - all 5 of the P&E Awards do Not all of the awards have detailed documentation Not all of the awards use a consistent grading criteria, most use the five category (evaluating factors) matrix while some use as little as three evaluation factors Not all of the awards require a consensus of the selection committee One award rotates the chair of the Selection committee yearly between the participating TCs Prior to May of this year a majority of TC members had to approve the nominee before his/her name could be submitted to AIAA 8

Awards Criteria – Recommended Changes All AIAA Technical Excellence award must continue to comply with the AIAA Technical Award Guidelines Must update & publish award selection procedures for all of the awards All P&E Excellence Award should adopt the five category (evaluating factors) matrix (see next chart) and minimum score requirement to perform the evaluation of the candidates All P&E Excellence Award Selection Committees should achieve a 2/3 majority vote to approve the nomination of the selected candidate As an alternative to rotating the Selection Committee Chair from TC to TC on a yearly basis, the P&E Deputy Director responsible for the technical area will act as the Selection Committee Chair A “plurality” not a “majority” of TC members will approve the award nominee before his/her name is submitted to AIAA 9
