3 D EFINITIONS  Capacity is defined as “the ability of individuals, institutions and societies to perform functions, solve problems, and set and achieve objectives in a sustainable manner” (UNDP, 2007).  Capacity Enhancement is “the acquisition of the needed abilities within a certain period of time” (Mizrahi 2003).  Capacity assessment is defined as “an analysis of current capacities against desired future capacities, which generates an understanding of capacity assets and needs, which in turn leads to the formulation of capacity development strategies” (UNDP, 2007). 3

4 C ONTEXT The principal output of this study is to serve as a guide for the development of an action plan for the CEMA project (WP1) Objective  The broad objective of the CEMA “Capacity Enhancement Needs Assessment” is to identify skills and knowledge gaps in Africa’s energy sector in direct consultation with African energy stakeholders To identify the general needs at the national and sub-regional levels in Africa relating to enhancing the dialogue in the context of the AEEP To assess capacity needs in the respective sub-regional organizations in Africa for improved energy access and energy security as well as resource mobilization for energy infrastructure including renewable energy and energy efficiency 4

Methodology  The information synthesized in this report was drawn from the completed “Capacity Enhancement Needs Assessment” reports for the East, West, Central and Southern Africa RECs  The capacity enhancement needs presented in this paper mirrors the outcome of the regional needs assessments Stakeholders/participants  National and sub-regional energy policy and implementation authorities, energy utilities/companies as well as energy Non- Governmental Organizations (NGOs) 11/25/2015 5
