11.  Allows for UW-Madison to join Purchasing Consortia for equipment related specifically to higher education

12.  $698,498,600 in GPR funding  $125,000,000 reduction (13% of state funding)  $146,462,900 in GPR Debt Service  $131,787,200 in Fuel and Utilities  $43,104,400 for State Laboratory of Hygiene and Veterinary Diagnostic Laboratory
