13.  Akela is a symbol of wisdom, authority, and leadership  Other characters:  Shere Khan ( tiger)  Baloo ( bear)  Raksha (she-wolf)  Bagheera (panther)  The Scouting program has used themes from The Jungle Book by Rudyard Kipling since 1916  Cubs must be familiar with the story before being invested.
