WHY programme IDEAS - Europe is not making the most of its research potential and resources, - urgently needs a strengthened capacity to generate knowledge and translate such knowledge into economic and social value and growth. The objective of the specific programme IDEAS - to reinforce excellence, dynamism and creativity in European research - To improve the attractiveness of Europe for the best researchers for industrial research investment, by providing a Europe-wide competitive funding structure, in addition to and not replacing national funding, for ‘frontier research’ executed by individual teams.

4.  key driver of wealth and social progress,  opens new opportunities for scientific and technological advance,  produces new knowledge leading to future applications and markets. European Research Council ERC - independent Scientific Council (22 members, Slovakia is absent) - dedicated implementation structure - established by the Commission under this specific programme. 5. ERC aims to:  support the best of the best scientific efforts in Europe across all fields of science, engineering and scholarship;  encourage or 'bottom-up' frontier research, the work of the established and next generation of independent top research leaders in Europe;  reward innovative proposals by placing emphasis on the quality of the idea rather than the research area;  harness the diversity of European research talent and channel funds into the most promising ideas;  put excellence at the heart of European Research

6. Pre ERC projekty je kľúčová originalita riešenia, predpoklad závažného prínosu k poznaniu. Štáty EU (zatiaľ okrem Slovenska) považujú podávanie takýchto projektov za dôležité, je to isté potvrdenie existencie kvalitného výskumu v štáte. Považujú to za vedeckú "olympiádu", kde je pre vyspelú krajinu povinnosť zúčastniť sa a každý sa musi snažiť "vyhrať – získať grant. Grant je viazaný na osobnosť a môže "cestovať". V súčasnosti sme asi jediná krajina EU, ktorá sa - až na niekoľko výnimiek - o takéto projekty programovo neuchádza.

12. Proof of Concept Grants The ERC Work Programme 2015 sets out the Objectives and Principles of ERC funding. The ERC Proof of Concept Grants aim to maximise the value of the excellent research that the ERC funds, by funding further work (i.e. activities which were not scheduled to be funded by the original ERC frontier research grant) to verify the innovation potential of ideas arising from ERC funded projects. The objective is to provide funds to enable ERC-funded ideas to be brought to a pre-demonstration stage where potential commercialisation opportunities have been identified Synergy grants Research proposal: pioneering frontier research in any field of science, engineering or scholarship Groups applying for the ERC Synergy Grant must be made up of a minimum of two and a maximum of four Principal Investigators (and, as necessary, their teams

15. ERC projekty patria špičkovým projektom (sú značkou kvality) a pokiaľ chce SR patriť medzi kvalitné európske inštitúcie, musí sa tejto súťaže pravidelne zúčastňovať a tiež vytvoriť predpoklady, aby SR v takýchto projektoch uspela.

16. Od 2007, 14 výziev pre Starting, Consolidator and Advanced grantové schémy. 40 000 proposals. More than 4 300 projects selected and hosted in almost 600 prestigious research institutions in the EU and FP7 associated countries 2013 calls for Starting, Consolidator and Advanced Grants, 9 410 proposals, 34 % increase compared to 2012 (48 % increase for tarting/Consolidator and 4 % increase for Advanced Grant). Around 900 new awards were granted to individual investigators 1 000 panel reviewers and more than 5 000 external reviewers.

Gender issue the proportion of applications from women is 30 % for the Starting Grants and 15 % for Advanced Grants; the proportion of women applying to the different granting schemes is lower on averag ethan the potential pool of qualified women at these levels in Europe; the success rates of women is on average two percentage points below that of men and this difference has been relatively stable since 2007;

31. Z celkového počtu grantov 89 za celé obdobie, 12 dosiahlo hodnotenie 60-66% čo spravidla znamená dobré hodnotenie ale nefinancovanie. V mnohých krajinách EU sa takéto granty, ktorých kvalitu potvrdzujú medzinárodní špičkovi experti, financujú aspoň čiastočne z národných zdrojov. To následne motivuje aj ďalších výskumníkov podávať projekty a na druhej strane kvalitný projekt nie je stratený len preto, že ERC fiinancuje približne tretinu podaných projektov v danej kategórii. Za rok 2013 sú to v rámci SR 4 projekty, toho 2 zo SAV a 2 z UK. Podpora takchto projektov možno bude čiastočne možná v rámci OP VaI bolo by však potrebné začať tento program ihneď. Strácame kvalitné projekty a vzhľadom na to, že v okolitých krajinách sa takéto projekty finacujú,,motiviujeme mladých taletovných výskumníkov (jedná sa o consolidator granty) realizovať svoje ambície v iných krajinách.
