1 Third country participation throughout Framework Programme VI Meeting of the INCO National Contact Points (NCPs) 11 February 2003 Thomas Arnold, RTD-06 International Scientific Cooperation Projects

2 Three major routes for international scientific co-operation in FP6 u Opening of “Focusing and Integrating Community Research” to third country organizations (with substantial funding) u Specific measures in support of international co-operation u International mobility of researchers u Over and above these three major routes, t he international dimension is a cross-cutting issue which concerns the whole Framework programme

3 International Scientific co-operation in the Sixth Framework Programme Definition of third countries ‘Third country‘ means a State that is  neither a Member State  nor a State associated to the Framework programme associated candidate countries: Bulgaria, Cyprus, Czech Republic (1), Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia, Turkey, other associated States: Iceland, Norway, Liechtenstein, Israel (1), Switzerland (1) (1) association not yet in force on 12.2.03

4 Opening of “Focusing and Integrating Community Research” to third country organizations (1) u Participation of researchers, teams and institutions from third countries in projects within  the seven Priority Thematic Areas of Research,  Specific activities covering a wider field of research (NEST, horizontal SME activities) u Budget: 285 million Euro for the funding of third country participation in RTD-actions

5 Opening of “Focusing and Integrating Community Research” to third country organizations (2) u Strategic objectives: u To help European researchers, businesses and research organisations in the European Union and in the countries associated with the Framework programme to have access to knowledge and expertise existing elsewhere in the world u To help ensure Europe’s strong and coherent participation in research initiatives related to issues arising at the world level and being the subject of international or global efforts u Overall focus u Community interest

6 Opening of “Focusing and Integrating Community Research” to third country organizations (3) u Examples for issues arising at world level or subject to international efforts: u Food safety u Sustainable development (e.g. biodiversity, desertification, global climatic change, forest management) u Combating infectious diseases associated with poverty (HIV, tuberculosis, malaria)

7 Opening of “Focusing and Integrating Community Research” to third country organizations (4) Evaluation u If third country participation is envisaged in the proposal, u is it well justified? u is the participation well integrated in the activities? Work programme, Annex B, “Common evaluation criteria for evaluating proposals”, Additional issues to be addressed during evaluation

8 Opening of “Focusing and Integrating Community Research” to third country organizations (5) u Who can participate? u All third countries: in addition to minimal number of participants from Member States and Associated countries u Who can be funded? u All third countries u INCO target countries (developing countries, Mediterranean partner countries, Western Balkan countries, Russia and the other NIS): within limit of budget (285 million Euros) u Other third countries: if provision is made in work programme or if necessary to carry out the RTD activity

9 Opening of “Focusing and Integrating Community Research” to third country organizations (6) u Use of 285 million Euro u 285 million Euro for international co-operation (Activity 2 of Treaty) are already part of overall appropriations of priorities u Indicative pro-rata distribution with regular monitoring and mid-term review u To be used for funding of INCO target countries participating in RTD actions u 285 million Euro are considered as a spending target, not necessarily as an upper limit u Non-INCO target countries can be funded out of Activity 1 appropriations of priorities

12 Specific measures in support of international co-operation (1) u Dedicated international cooperation activities which are relevant to some groups of countries or regions with own calls for proposals u Budget: 315 million Euro to fund RTD actions u Strategic objective To lend support, in the scientific and technological field, to the implementation of the Community’s foreign policy and development aid policy u Overall focus mutual interest

13 What does complimentarity mean? u Specific topics not at all covered by thematic priorities u example: post-conflict and post-trauma health problems (Western Balkans) u Topics covered as well by thematic priorities, but with location specific angle/focus u ex.: Water (equitable use of shared water resources in transboundary systems)(INCO-MED) u In any case research within specific measures in support of international co-operation research should be related to a specific geographic, socio-economic, cultural or climatic context

14 International mobility of researchers (1) uA coherent set of actions to support international mobility of researchers in the framework of the specific programme “Structuring the ERA”. uWith a view to further reinforcing the human potential for European research, these actions will aim to uattract top-class research workers from third countries, with the view to develop mutually beneficial research co- operation between Europe and third countries upromote the training of European researchers abroad uTwo main types of grants: uin-coming fellowships with possibility for “return ticket” uout-going fellowships

15 International mobility of researchers (2) uin-coming fellowships with possibility for “return ticket” uto work and undertake research training in Europe uprovision to assist fellows to return to their countries of origin in case of emerging and transition economies and developing countries uout-going fellowships u to be awarded to research workers from EU and Associated Countries to work in established third country research centres u requires submission of a coherent individual training programme involving a first phase abroad followed by mandatory second phase in Europe

16 International mobility of researchers (3) uIn addition opening of other Marie Curie actions to third country researchers uHost driven actions uMarie Curie Research Training Networks uMarie Curie Host Fellowships for Early Stage Research Training uMarie-Curie Conferences and Training Courses uExcellence Promotion and Recognition actions

17 Other parts of Sixth Framework programme (Strengthening the Foundations of ERA, Structuring ERA outside Human Resources: Research and Innovation, Research Infrastructures, Science and society) u Who can participate? u Countries with S&T co-operation agreement: in accordance with agreement u all third countries: if provision is made in work programme or if necessary to carry out RTD action u Who can be funded? u all third countries: if provision is made in work programme or if necessary to carry out RTD action.

19 EURATOM Framework Programme (1) u specific EURATOM participation rules u some associated states are not associated to EURATOM u international co-operation actively encouraged in all areas of specific programme where beneficial u networking with third countries to be promoted, in particular USA, NIS, Canada and Japan u in the area of Fusion, closer collaboration encouraged with countries with S&T co-operation agreement u funding of third country participation out of EURATOM appropriations

29 Associated States u Stated associated to the Framework Programme u participation with the same rights and obligations as proposers from Member States u associated candidate countries additionally u work programmes underline the importance of involving candidate countries in the Community‘s research policy and in the European Research Area u Specific support actions to stimulate, encourage and facilitate the participation of the candidate countries in the activities of the priority thematic areas (foreseen in SP1 Council decision)
