I. Definition of the concept of profiling What is profiling of internally displaced persons? Profiling of IDP situations ‘’is the collaborative process of identifying internally displaced groups or individuals through data collection, including counting and analysis, in order to take action to advocate on their behalf, to protect and assist them and, eventually, to help bring about a solution to their displacement’’ (PARK; 20120:14). Several approaches are possible, in combination (quick estimates, household surveys, focus group discussions, interviews with key informants, etc.)

II. Context and justification Why should this exercise be conducted? [specify the context and justification for the profiling] [E.g. massive displacement of populations following the conflict/disaster; wish to better plan interventions to support the affected population/ find long-term solutions to internal displacement; lack of up-to-date and reliable information; in order to provide evidence based input to Government policies of the internal displacement situation; etc. ]

Structure of implementation Composition of Working Group: [Specify the composition of the working group: who are members and what are their specific role and responsibilities] Mandate of the Working Group To direct profiling activities; To monitor coordination of all partners involved in conducting the profiling exercise; To examine and approve the profiling budget; To approve all technical profiling documents; To adopt the profiling report and submit it to the competent authority; To publish the results of the profiling, after permission has been granted by the competent authorities.
