CIVIL PROTECTION MECHANISM EXERCISES Laurent de Pierrefeu DG ECHO B1- Emergency Response Unit

AIM Test new, or validate existing policies, plans and procedures that are elaborated in the framework of the Mechanism, i.e ensuring a better cooperation between Crisis Management structures in the participating states and improve all the interfaces between the authorities and operational assets of an affected State and the international civil protection assistance. Train the personnel in duty within these interfaces in the execution of its duties.

EXPECTED RESULTS The preparation of the Mechanism participating States to work jointly on a disaster inside or outside Europe is improved through: - The consolidation or the validation of European plans, guidelines and procedures on civil protection mechanisms. - The creation and maintenance of networks of key personnel and key structures within crisis management

Profile of the exercises The minimum target is: 1 shape + 1 phase + 2 consecutive levels

SPECIFIC REQUIREMENTS - 3 partners from 3 different Mechanism participating States - the Mechanism procedures are triggered - the Civil Protection national authority of each partner involved at least as player - EUCPT involved - HNS Guideline tested in the « affected » country - One observer per Mechanism participating State invited by the coordinator, at the costs of the project.

CONCLUSION - Give a particular attention to the Grant Application Guide and the concept developped in the annex 1 of that guide. - Have a clear understanding of the Mechanism objectives. - Build a strong partnership. - Ensure a state of the art project management capacity.
