2 HISTORY UNEP HAS BEEN INVOLVED IN GEF WATERS IN THE PILOT PHASE (1991-1994) AND DURING PHASE I AND PHASE II (1994 TO PRESENT).

3 UNEP IW Portfolio n As of September 2002, the UNEP/GEF portfolio in international waters is valued at US$ 179 million, comprising 11 ongoing full size projects and 2 ongoing medium- sized projects.

4 UNEP’S comparative advantage in International Waters n Facilitation of the NEPAD Environmental Action Plan n Assistance to the African Process through a GEF MSP n Secretariat for many of the Regional Seas Conventions n Past record of successful multi-country and regional interventions in many fields including Freshwater Basin management n Implementation of the freshwater EMINWA programme (Environmentally Sound Management of Inland Waters)

5 UNEP’S comparative advantage in International Waters (cont.) n Developed guidelines for ICARM (Integrated Coastal Area and River Basin Management) n Global Programme of Action (GPA) n Implementation of the GIWA (Global International Water Assessment) n The GEMS/WATER (Global Quality Monitoring Programme n International contaminants agenda (POPs/PTS) n River Basin Information Systems Initiative n Co-operation with LOICZ initiatives

6 UNEP IN GEF-III UNEP's project portfolio will focus on the following areas in GEF Phase III: Integrated Land and Water Resources Management. UNEP will pilot a mega- regional ecosystem approach to integrated land and water resources management for selected mega-basins.

7 UNEP IN GEF-III n Integrated drainage basins and coastal zone management. UNEP will develop a portfolio of projects that are built on the guidelines for Integrated Coastal Area and River Basin Management (ICARM), and linked to it will be

8 UNEP IN GEF-III n Formulation of Regional Programmes of Action for Protection of the Marine Environment from LBA. UNEP will develop, in collaboration with the GPA Office, a number of projects to elaborate regional programmes of action for addressing land based activities affecting the integrity of the ecosystem.

9 UNEP IN GEF-III n DEVELOPING NEW TOPICAL FOCAL AREAS, based on GIWA outcomes n DEVELOPING NEW GEOGRAPHIC FOCAL AREAS, based on GIWA outcomes n EXAMINING OVERARCHING IW ISSUES n REPLICATION OF BEST PRACTICES
