2 Implementation of the Philippine National Tourism Development Plan NTDP Implementation Approach Partnership-based approach to implementation that depends on having: – A shared vision for the development of the tourim sector – An effective prioritized destination and framework and product portfolio to guide public and private investment – Convergence in priorities and investment of DOT Attached Agencies, NGAs, LGUs, and the private sector The DOT’s mission is to enable and coordinate this partnership approach This means that the NTDP elements will need to be institutionalized within the DOT work program as mandated by RA 9593 and its IRR, specifically: – Planning – Coordination; and – Actual implementation (marketing, product development, regulation of standards, capacity building, ….) Tasks such as access and destination/site infrastructure, air services, etc. will also need to be institutionalized into the work programs of concerned organizations 2

Section 15 of IRR for RA 0593 identifies Office of Tourism Coordination, under the TRCRG Sector as the responsible unit in DOT, but consideration could be given to placing this unit under the Office of Tourism Developmnt, Planning Research and Information Management (OTDPTIM) as this may be a better fit. 5
