1/6 ALICE GLIMOS, Marc Tavlet Hazards and Safety in ALICE - Ways to reduce the risks Presentation at the ALICE Club, Monday, December 1 st, 2003 by Marc Tavlet, GLIMOS

2/6 ALICE GLIMOS, Marc Tavlet Outline  Hazards and risks review (general)  Safety Procedures  Safety issues during design + Identified safety issues  Risks during - underground installation  - surface pre-installation  - commissioning  - operation  - maintenance  Ways to reduce these risks  Safety teams, responsibilities in matter of safety

3/6 ALICE GLIMOS, Marc Tavlet Hazards and Risk review at CERN  Radiation ionizing and non-ionizing (lasers, EM-fields)  ElectricityHV but also LV  (Flammable) gases, Chemicals (liquids), Materials (solids) to be considered both for toxicity and…  Fire risks (materials, electricity…)  Mechanical integrity (incl. seismic events, pressure vessels…)  Falls and slips, falling objects  Confined spaces  Handling (= transport, but also “hand-ling”)  Road traffic

4/6 ALICE GLIMOS, Marc Tavlet Safety procedures 1. Initial Safety Discussions (ISD) ; Safety aspects have been checked from the design. 2. The Glimos keeps ongoing contacts with PLs, and informs about safety rules (+ safety link-persons). 3. Safety issues, whenever appropriate, are addressed in Production Readiness Reviews (PRR) (ongoing) 4. Final check when detectors arrive at CERN, 5. Safety Inspections with TIS.

5/6 ALICE GLIMOS, Marc Tavlet Safety Issues during Design  Mechanical safety Structure integrity (including during seismic events) Pressure vessels, piping, Lifting and handling equipments  Flammable gases or mixtures  Electricity HV, proper protection LV power, fuses Grounding…  Non-complying materials with regard to IS-41 Risks of toxicity (Be) Risk of fire (flammability, toxicity and corrosivity of fire gases)

6/6 ALICE GLIMOS, Marc Tavlet Safety Issues during Design Responsibilities and roles in matter of Safety 1. EP Division Leader ;give the resources 2. Technical Coordinator + GLIMOS ;inform + check 3. Project Leaders ;inform + check 4. Every designers ; respect the design rules, incl. all TIS rules ( TIS.CERN.CH/Documents ) They are all assisted by o ther safety officers (RSO, FGSO) TIS specialists + safety link-persons

7/6 ALICE GLIMOS, Marc Tavlet Risks during Surface Pre-Installation  Mechanical integrity (incl. Seismic events) beware of chocks !  Falling objects (from heights, scaffoldings, cranes…) secure portable tools and objects define – and respect ! – safety perimeters  Falls (from heights) use harnesses do not work on a ladder  Slips ← dust, grease, oil… on the ground  Handling (= transport, but also “hand-ling”)  Road traffic

8/6 ALICE GLIMOS, Marc Tavlet Risks during Underground Installation  Radiation light from lasers (+ calibration sources ?) define and respect safety perimeters  Mechanical integrity (incl. Seismic events) beware of chocks !  Be vacuum-chamber (toxicity) ; beware of chocks and scratches  Falling objects (from heights, scaffoldings, cranes…) secure portable tools and objects define – and respect ! – safety perimeters

9/6 ALICE GLIMOS, Marc Tavlet Risks during Underground Installation Ctd  Falls (from heights) use harnesses do not work on a ladder  Slips ← dust, grease, oil… on the ground tidy the work place  Handling (= transport, but also “hand-ling”, manipulation) use individual protections  Confined spaces (inside the L3 magnet, between L3 and dipole…) attend the related training and respect the rules  Noise

10/6 ALICE GLIMOS, Marc Tavlet Risks during Commissioning  Radiation Light from lasers, EM-fields  ElectricityHV but also LV ; use appropriate equipment use and respect signalizations  (Flammable) gases, Chemicals (liquids)  Fire risks (materials, electricity…)  Mechanical integrity (beware of chocks !)  Falls (from heights) and slips (on the ground), falling objects  Handling (= transport, but also “hand-ling”)  Confined spaces  Road traffic

11/6 ALICE GLIMOS, Marc Tavlet Risks during Operation → During operation, the access to UX-25 will be forbidden → Access to the counting rooms in PX-24 allowed → Access to the ALICE control room trough SX-2  Fire risk (in UX-25 or PX-24) ; procedures will be written  Slips (on the ground), falling objects  Electricity (mains, 220V)  Night shift (never-work-alone rule)  Road traffic

12/6 ALICE GLIMOS, Marc Tavlet Risks during Maintenance About same risks as during commissioning:  Radiation Light from lasers, EM-fields + activation !  ElectricityHV but also LV  (Flammable) gases, Chemicals (liquids)  Fire risks (materials, electricity…)  Mechanical integrity (beware of chocks !)  Falls (from heights) and slips (on the ground), falling objects  Handling (= transport, but also “hand-ling”)  Confined spaces  Road traffic

13/6 ALICE GLIMOS, Marc Tavlet Ways to reduce the risks on the field  Proper information ← Supervisors, GLIMOS, TIS  Proper training ← TIS, GLIMOS, HR-ED  Adequate preparation of work  Presence of safety team  Respect the rules  Respect safety signs … Safety culture = “think safety, work safely”

14/6 ALICE GLIMOS, Marc Tavlet Safety Team in ALICE  GLIMOS = Group Leader in Matter of Safety (and deputy) checks the design and co-ordinates all safety aspects. Disseminates and collects the info related to safety.  FGSO = Flammable Gas Safety Officer, checks the design and installation of (flammable) gas distribution.  RSO = Radiation Safety Officer, checks the safety related to ionizing and non-ionizing sources, including lasers.  TSO’s = Territorial Safety Officers (and deputy), check the daily safety aspects and installation at Pt-2 and in LHC.  Safety link-persons for each detectors.

15/6 ALICE GLIMOS, Marc Tavlet Safety Organization Who reports to whom in matters of Safety TSO Pt.2 + assistant GLIMOS + deputy ALICE Tech. Coord. EP-DL + DSO normal report, in case of definition of work major conflict Safety Coordinator FGSO, RSO INB link-pers. Safety link-pers. EST-DL + DSO Staff workerOutside contractor

16/6 ALICE GLIMOS, Marc Tavlet Safety Organization Who’s who  GLIMOS Marc Tavlet /EP-AIO 73717 Deputy GLIMOS Hans Taureg /EP-AIO 16-0359  FGSO Charles (Ray) Gregory /EST-LEA 16-3504  RSO Marc Tavlet /EP-AIO 16-0217  TSO for Pt.2Sebastien Evrard /EST-LEA 16-4821 Deputy TSOFernando Dalla Santa /EST-LEA 16-3131  TSO for LHC Michel Decombaz /EST-IC 16-0430  INB link-person J-P.Vanuxem /EP-AIO 73890  Safety link-persons… thank you.
