2. BACKGROUND Geographical location, land characteristics, multiplicity of rivers, monsoon pattern and climate change along with over population, mismanagement, lack of awareness render highly vulnerability in Bangladesh Human induced hazards caused by deforestation, environmental degradation, exploitation of natural resources and unplanned urban structures have further aggravated the situation. There is a strong need for a harmonized effort to strengthen the capacities of those working within the local, district and national institution on DRR.

3. POLICY CONTEXT DM Policy are well defined in Bangladesh. Ministries and Departments are dedicated to overseeing DRR. Government has initiated flagship projects like the CDMP SoD is addressing DRR through DMCs at district, Upazilla, Union, Pourashva and CC levels. NPDM developed to strengthen national and local DRR. Strengthening of DDMCs at Upazilla and Union, Pourashva and City Corporation are key for effective implementation of the Disaster Management (DM) Act.

9.
