Tanker Officer Training Standards TOTS London 26 th June 2009 Newslink Capt. Howard Snaith Director Marine, Ports, Terminal, Environment & Chemical Section INTERTANKO

Who is INTERTANKO? We are the voice of the tanker industry Represent c.80% of the Independent tanker fleet. Over 2500 tankers in membership. 300+ Associate members. 25 staff with Offices in London, Oslo, Washington, Singapore & Brussels & Manila. 15 Committees & 5 Regional panels NGO status at IMO Membership Criteria www.intertanko.com

TOTS Project Partners Warsash Maritime Academy -Simulator Training/Verification Malaysian Maritime Academy - -Engineering Skills/Modules MARLINS - -CBA Verification Seagull - E-TOTS -Production

TOTS Industry Standard TOTS is approved as a Professional Standard by: The Nautical Institute. The Institute of Marine Engineering Science & Technology. TOTS - Seatrade Winners 2009 “Investment in People”

Why is TOTS needed? A number of oil companies have in place their “officer matrix” requirement based on two elements: “time in rank” and “time with company”. Growing expectations for an officer’s experience in rank and familiarity with his/her company operating and ISM systems, arising from the current rising trend in tanker accidents. As a result, tanker owners are increasingly finding themselves subject to “time in rank” and “time with company” requirements which are competing and contradictory, and which can be difficult to comply with.

Why is TOTS needed? Increasing Incidents Officer Training Requirements/Continuous Improvement (TMSA 2) Human Element Factors Shortage of Experienced Officers

Tanker Incident Trends Lloyds Casualty Data Increasing incidents: 1/2001-1/2008.

Continuous Improvement TMSA 2 “To be effective, a management system needs to be much more than just procedures. The Company Leadership/Management should define the company’s values and aspirations and detail how the company intends to achieve the objectives of their stated policies. Management must also provide adequate resources to ensure that the vessels are properly managed, crewed, operated and maintained by well- trained, competent personnel”.

Human Element MSC 81/8/1 Inter-Industry Working Group identified 35 occurrences that involved fires and explosions in cargo areas of chemical and product tankers from a database of incidents over the past 25 years the IIWG identified. The IIG concluded in its study that: “the failure to follow procedures was the primary cause of the incidents in question.”

Human Element INTERTANKO looked at the aviation industry in assessing how we could address this problem. If you design out the Human Element other problems become designed in…… how do you get people to do what they are trained to do?

Human Element Human Element aspects addressed in TOTS via Crew Resource Management (CRM): Situational awareness Planning & Decision making Communications Teamwork Emotional climate Stress Managing Stress Commercial Organisational Pressures & Morale Fatigue Civil Aviation Authority Management Training Guidance for flight crew CRM Instructors and Examiners www.caa.co.ukwww.caa.co.uk

The TOTS Objectives Ensure compliance with today’s rules & regulations. “Ease compliance” with Officer Matrix Requirements. Ensure that the team onboard will operate the tanker environmentally aware & safe.

“E-TOTS” Licensing In response to many of Seagulls customers and INTERTANKO members requesting an easier method of adopting (TOTS): Seagull and INTERTANKO have negotiated a non exclusive agreement to TOTS in E-Format In the Seagull “Training Administrator” E-TOTS provides a simple tool to administer to monitor remotely and allow more companies to adopt the initiative with minimal extra workload. Feedback essential – continuous improvement provided E-TOTS Launched April 2009

Poseidon Challenge: striving towards zero fatalities, zero pollution, zero detentions
