Slide 3 2-Foot Antennas at 11 GHz  May 2004: FiberTower filed petition for rulemaking  2-foot antennas at 11 GHz: more service sites, lower cost, better esthetics, zoning compliance  proposed coordination rules fully protect full-size users, satellite earth stations  Sole opposition: satellite industry fears more FS use  June 2006: FiberTower received waiver; others pending  March 2007: FCC issued NPRM  comments due May 25; reply comments June 11  may need revision to accommodate smaller compliant antennas.

Slide 4 NASA Seeks to Protect EESS  NASA: wants U.S. at WRC to back new limits on 10.6 GHz and out-of-band limits on 31.0-31.3 GHz (LMDS Block B)  can satisfy 10.6 GHz requirements with automatic transmit power control  main issue: grandfathering units that lack ATPC  Unclear if NASA has met procedural requirements for WRC-07.

7. Slide 6 NTIA Earth Station Parity  NTIA requests that federal earth stations operate on parity basis with private earth stations with private satellites  FWCC: no objection if NTIA coordinates like everybody else  Pending.

8. Slide 7 MSSI Waiver Request  MSSI manufactures ultra-wideband-like tracking device at 5925-7250 MHz  Sought increased peak power for  “high risk industrial sites such as Petroleum Facilities (production and storage), Chemical Facilities (production and storage), Power Plants (nuclear, hydraulic, electric), Mills (Steel, Paper, Pulp, etc.), Mines of all types and similar potentially hazardous industrial sites where real time personnel tracking is required for safety purposes."  FWCC and MSSI negotiated narrowly-named industries, limited applications, automatic shut-off, maximum duty cycle, marketing limitations  Pending.

9. Slide 8 Orbital-Arc Petition  FS links near orbital arc require waiver  always granted – but block conditional licensing  1999: NSMA sponsored rulemaking petition  supported by NSMA, FWCC, Alcatel, Harris, DMC (Stratex), Comsearch, Pinnacle, UTC, AAR  opposed: three satellite interests  May 2007: FCC denied  said it would grant waivers faster.

Slide 9 Interference Temperature  November 2003: FCC issued NOI/NPRM  NPRM proposed unlicensed devices in 6525-6700 MHz, 12.75-13.25 GHz FS bands  based on detect-and-avoid (DAA) technology  April-May 2004: strong opposition, negligible support  FWCC showed that DAA cannot protect FS receivers  May 2007: FCC terminated proceeding.

11. Slide 10 18 GHz Rechanneling  2000-2001: FCC split 18 GHz band between FS and FSS  inadvertently eliminated 5 and 6 MHz FS channels  left only 10, 20, 40, 80 MHz  May 2002: FWCC and NSMA jointly filed for waiver:  asked to coordinate 2.5, 5, 6, 30, and 50 MHz channels  no opposition  April 2004: FCC released NPRM  no opposition  Granted September 2006.
