5. ESCAPE Brussels 02122003 Safer cars and safer roads. Tispol contributes by: A. co-operation with road directors, car industry and other relevant road safety partners. B. Participation in EU projects that aim at technological developments, that make cars and roads safer. Some examples: E-safety initiative EC, Accident Investingation Recorder, Emerge, S.I.T, EVI, VERA, REMOVE.

6. ESCAPE Brussels 02122003 Preventing drivers to break traffic rules. Dissemination of communication strategies, for: A. general awareness of the public, or B. strengthen felt “chance to be caught”.

7. ESCAPE Brussels 02122003 Enforcement. Enforcement most important tool for improving road safety in the next decades to come. Enforcement has proved to be effective. Enforcement can be organised very efficient. Good enforcement as a deterrent against bad driver behaviour.

8. ESCAPE Brussels 02122003 Results of good enforcement as deterrent. Road toll figures of EU m.s. in relation to the applied enforcement systems. Instant results when enforcement is reïnforced (e.g. France).

Exchange best practise on a day to day bilateral basis, through its best practise database, through seminars and congresses. Organising international control operations. Experimenting with new control tactics, often based on the use of modern technology. By lobbying for new high quality enforcement legislation on the EU level.

10. ESCAPE Brussels 02122003 Next decades to come. The political sytems lacks the courage to bring drivers behaviour under control by the use of technology and by adapting the technical design of vehicles. Technology can not yet control drivers behaviour.

11. ESCAPE Brussels 02122003 Therefore: depending on effective enforcement. But: Much loss of effectiveness in Europe because not all m.s. have implemented the most effective systems. Much loss of effectiveness because international co-operation is hindered very much by present legislation. Not enough innovation in enforcement/technolgy and tactics.

If all EU m.s. put in place enfocement systems (technology, legislation, communication) according to the present state of the art, at least 10.000 lives would be saved every year. If innovation, international enforcement operations and a strongly harmonised legislation would be available another 10.000 lives would be saved.

13. ESCAPE Brussels 02122003 What has been achieved in the short period of TISPOL’s existence? European police has joined together. Co-operation with non-police partners started. The first international control operations. The first police road safety seminars/ congresses. Structural exchange of best practise. Police player in EU ITS world. Police accepted partner of EU bodies. Start of harmonisation of police road safety policies.

14. ESCAPE Brussels 02122003 Can we scientificly prove, that there a direct link between TISPOL’s activities and the gradual decrease of road toll on Europe’s roads ?
