5 ICT accessibility research Trend in South Korea The South Korean government has been conducting accessibility research since 2005 (Legislation, Policy, Mandate for web accessibility certification including government agencies and private stakeholders) Top ITU index for household ICT accessibilities Government authorities has ben transferred from the Ministry of Public Administration and Security to the Ministry of Science, ICT and Future Planning (in 2013) Korea Communication Commission is under the Ministry The first government funding research on ICT accessibility policy and implementation (NO.1711026762) 2015 “Research for investigating global policy and technology trend on ICT accessibility for vulnerable social group”

6 Research Purpose Drawing Future Agenda for ICT accessibility by investigating policies on information accessibility and technology trends in developed and developing countries – International level Making suggestions on possible alternatives to current polices for enhancing ICT accessibility

7 Research Methods Investigating current ICT accessibility related policies of Korea and several countries of interest (Especially developed countries and a few Asian countries, such as, Japan, China, Thailand and Philippines), its structural limitation and identifying problems. Gathering information on technology trend to tackle issues with ICT accessibility (mainly in the area of broadcasting, telecommunication, mobile and web accessibility)

8 Expected outcome Presenting current status of policies in ICT accessibility Drawing implications on the pros and cons of policies (mainly in the area of broadcasting, telecommunication, mobile and web accessibility) and technology trend in foreign countries Providing long term vision for policy decision and suggesting possible alternatives to current polices

9 Case Preparation of Mobile Application Accessibility Guideline Submitted legislation to adopt new mandate for mobile application accessibility Review from government agencies, academic, DPO, private stakeholders Decision make to adopt new law or change the law Government Agencies NGO Working Group Legislation Recommended by Congress Review from government department, agencies, academic, DPO, private stakeholders Change law and prepare new policy for ICT accessibilities

10 Mobile Application Accessibility Guidelines 2.0 (In Process) This standard describes the methods of developing mobile application which everyone, including persons with disabilities and the elderly, can access. Especially, this standard helps mobile application developers, designers and providers make mobile application accessible. This standard describes recommendations(18 items) that improve the accessibility of mobile application. Also, this standards provides development methods and actual cases considering accessibility guidelines
