4 RNY Program Description  RNY is Governor Cuomo’s new statewide economic development electric power program  910 Megawatts (MW)  50% NYPA hydropower  50% market power procured by NYPA  At least 350 MW for applicants in upstate utilities territories  At least 200 MW for attraction and expansion purposes  Up to 100 MW for small businesses and not-for-profit corporations  Competitive application process  Long-term contracts of up to seven years 4

5 Applicant Eligibility Requirements  Eligible applicants include:  Businesses  Small Businesses  Not-for-Profit Corporations  Ineligible applicants include:  Retail businesses  Sports venues  Gaming or entertainment related establishments  Places of overnight accommodations 5

6  No cash disbursements under the RNY program  Benefit is in the form of a low-cost power allocation Project Cash Disbursement Methods 6
