BALTPORTS-IT - IST-2001-33030 ____________________________________________________ Non-Monetary Evaluation Methodology for Small and Medium Sized Ports NON-MONETARY EVALUATION METHODOLOGY FOR MEDIUM AND SMALL PORTS The Goals of this Project are: A Management and Planning Tool offering Expressions of “Usefulness” and Indications of “How” and “Where” to improve the Efficiency of the Port under Investigation regarding: – – its Operational Capability, and / or, – – its Institutional, Regulatory, Managerial and Operational Frameworks, with Reference to local Conditions and the Expectations of the Port Community or the Port Authority involved. Values describing the Presence and the Operational Performance of Components. Ideal Values or Criteria for Components. Preferences for Components depending upon their Contribution to the Port System. BALTPORTS-IT - IST-2001-33030 ____________________________________________________ Non-Monetary Evaluation Methodology for Small and Medium Sized Ports The Methodology of MAUT implies that: Global evaluations can be decom- posed into a large number of individual evaluations; Each component or factor ‘a ij ’ is compared with its ideal value or criterion ‘C ·j ; Factors are associated with ex- pressions of user preferences; Factors can be arranged in a multi- dimensional hierarchy referred to, in this text, as concern net (CN). It has no special hardware demands beyond those of a typical Window System. Pentium-III Processor or greater 8MB of system memory minimum.16 MB recommended 27 MB of available Hard disk space minimum. Microsoft Windows –98 or Windows-2000. Microsoft Office 2000 including MS Excel. On all systems a large monitor is preferred for ease of display Baltic Sub-Regional Competence Centre

A List of Components the “Port System” consists of. A Comparison of available Resources with those that perhaps should be there to cope most efficiently with the continuously changing Demands made of the Port System according to local Needs and future Developments. An Expression of Efficiency, Presence or Absence for each Component within the System. The Usefulness of each Component for the Task it is to perform under local Conditions and to satisfy a local Demand.
