B/M evaluation: the findings Adequate needs assessments and reactions inside HumAid – but missing LRRD. Low quality of temporary shelters – but higher quantity of the response. Dependence on external assistance: local recipients have small/no resources. Political interference: choice of localities for new buildings. Insufficient anticipation of long-term Nargis impacts (availability of palm nipa-leaves). Difficult evaluation of GHD principles.
