Legal Framework Should empower the NSS to enter into agreements and commit to its resources to developmental work The stature and rank of the chief statistician should be such that he/she is empowered to make commitments without having to seek further ministerial approval
13
Legal Framework Technical staff should be empowered to initiate technical discussions that may lead to formal agreements The NSS has adequate coordination mechanisms

Characteristics of NSS as a good partner
Competence Integrity Responsiveness
19
Competence Proper equipment of staff Continuous training of staff
Rigorous research and development Regular review of its performance and its process
20
Integrity Affects public perception of the quality of its products and services It becomes apparent when the NSS faces challenges from interested parties who have a stake in specific outcomes of statistics that it produces. It connotes openness to external evaluation of its methodologies, and the fortitude to withstand pressure to “adjust” its estimates by disregarding those methodologies.
21
Leadership example is crucial in projecting the integrity of the NSS.

Responsiveness State of readiness to satisfy reasonable demands of data users Client orientation
