Our 1 st President 1789 Washington elected –John Adams - 2 nd place = VP –GW creates his Cabinet TJ, Alex H., Henry Knox, John Jay (Chief Justice) –Judicial System 13 Districts (one /state) 3 Appeals Courts 1 Supreme Court 1791 – Bill of Rights –1 st 10 amendments to the Constitution

How are we going to pay for this???? Tariff Law of 1789 –Tax imports & exports –Southern businessmen felt unfairly taxed Beginnings of troubles between N & S

Alexander Hamilton’s Bond Plan Hamilton believes new government should honor debts Bonds issued during RevWar to finance war – pay those back Many who bought bonds, sold them to speculators - mostly Southerners Most who bought were Northerners

Another compromise… Southern states oppose Bond buy back Deal is reached –Southern Congressmen support plan –Nation’s capital moved to south

The Whiskey Rebellion 1791 Hamilton believes government should be able to tax the people Whiskey is used as a means of exchange in Western areas – in 1794 farmers rebel Washington sends in 15,000 troops Willingness to use force is worrisome

Hamilton & Federalists National Government Wealthy & Educated rule Manufacturing Loose Constitution Tariffs to protect domestic industries Jefferson & Democratic Republicans State Governments Power to ALL landowners Agriculture Strict Constitution Protective tariffs bad for farmers
