3 Background The Ghana Statistics Development Plan (GSDP) is the name given to the NSDS in Ghana It is Ghana’s response to the commitments made in the Marrakech Action Plan for Statistics (MAPS) at the Second International Roundtable on Managing for Development Results The GSDP adopts a System-Wide approach to statistical development

4 Background – cont’d Covers the entire NSS – Ten Ministries Departments and Agencies (MDAs) are currently covered The 10 MDAs developed their Sector Statistics Plan, which were used to develop the GSDP Representatives from these MDAs formed the design team – NDPC and MoFEP also represented The GSDP was launched in November 2008

5 Key Features Four thematic areas covered- these are: 1.Improving Policy, Regulatory & Institutional Frame work; 2.Improving Statistical Infrastructure; 3.Data Development and Management; and 4.Investment in Physical Infrastructure & Equipment

6 Challenges NSS not explicitly defined in the laws Governments commitments and political will Autonomy of MDAs and Mandate to lead – GSS Law PNDC Law 135 1985 (section 10) Scale/level to start from – All or some MDAs? – Which CSO? – Research, Academia and Training Institutes?

7 Challenges Expectations and Budgeting/Costing – Total Cost is about US$ 157,000,000 Resource Mobilisation and Funding Prioritisation of programmes and activities

8 Opportunities Increase demand and appreciation of quality data arising from the: – Managing for Development Results Agenda; – PRS, MDG, NEPAD and APRM processes; – Aid effectiveness initiatives; etc Ghana’s Poverty Reduction Strategy II (GPRS II) ended in 2009 and is being replaced by a new Medium Term Development Framework (MTDF) 2010-2012 The MTDF agenda will be data and information intensive and will require continuous monitoring for reporting on progress, and to inform decision making and the national budget.

9 Opportunities The draft strategy matrix for the MTDF 2010-2012, emphasis the need to strengthen the statistical system, encompassing all data generating MDAs, through the adoption of the statistical master plan (the Ghana Statistics Development Plan) Revenue from Oil and Gas for Funding Constitutional Review currently going on offers opportunity to define the NSS Global partnership and commitment towards statistical development – Statistics for Results Facility-Catalytic Fund
