Group 5 : Rules of Engagement and CTF Operational Standards of Conduct MNF SOP 18 After Action Review (AAR) 8 June 2015 Format

Broad Actions Completed MAJOR primary actions: –Edited Chapter 9, Annex B and the 5 related appendices regarding ROE to ensure clarity and appropriate emphasis. Inserted ROE questionnaire. –Edited Chapter 9, Annex I and related appendices regarding standards of conduct documents to ensure consistency in terms, clarity, and appropriate emphasis. MAJOR secondary actions: –Reviewed and edited complete SOP regarding ROE and standards of conduct, including table of contents. –Edited Chapter 8, Annex A and Appendix 1 thereto regarding MNF Legal Procedures, to clarify applicability of IHL and International Human Rights Law.

Refinement / Changes Made ROE questionnaire, created through a separate process and that will in the future be included in the Sanremo ROE Handbook, as an appendix to the MNF SOP. –This questionnaire should greatly simplify and facilitate the ROE development process. Highlighted the ROE Matrix for multi-nations, revising to a simpler version in light of the questionnaire. Clarified terms for standards of conduct; emphasized host nation involvement.

Issues / Recommended Future Actions (Major Ones) Standards of conduct section discussed details on detention, but it was unclear to the group what the source was for those details; ICRC? Past practice of nations that have conducted detention operations? Is MNF or CTF the correct term? Is TCC (Troop Contributing Countries) or Contingent Nation the correct term? Are there additional sections of MNF SOP where Code of Conduct should be discussed?
