1 What‘s New in Lithuanian Adult Education? Ričardas Totoraitis Ministry of Education and Science, Lithuania

2 Political Initiatives in AE  Draft Law of Non-formal Adult Education (AE) in Parliament.  Council of Non- formal AE re- established by Government.  Action Plan for AE for 2014-2016 is going to be signed by Minister of Education.  Regulations of andragogue professions signed by Minister of Education.

3 Draft Law on Non-formal AE  To regularly set and re-new national plan for development of AE system.  To set National Council for AE.  To introduce a 5 days leave for participation in non–formal AE.  To introduce various models of financing of AE.  To describe a third age university.

4 Council for Non-formal AE  To supervise development of AE system.  To strengthen cooperation and dialogue between different stakeholders.  15 members, representatives of ministries, parliament, municipalities, business associations, non- governmental sector.

6 Action Plan for AE for 2014- 2016. Universities  System of recognition of non-formal competencies (33 institutions).  Short term courses based on needs of business.  Participation in basic skills programmes, for third age etc.

7 Action Plan for AE for 2014- 2016. VET  More VET programmes for adults.  Better services for information and consultation for those, who need VET re-qualification.  Better VET programmes connected with real needs of industry.

8 Action Plan for AE for 2014-2016. General and non–formal education  Extension of basic competencies programmes across country, in- service training for public sector.  More non-formal education programmes in formal institutions.  Quality control tools.  More teaching tools, „digital“ programmes and resources.  Introduction of various financing models.

9 AE: Challenges and Solutions  Coordination between sectors and institutions.  Effectiveness of financial mechanisms.  Motivation of under-motivated learners.  How to divide the AE cake?
