Enrollment Challenges Need to hold on to those who enrolled before by getting the word out about enrollment timeframes and the need to update their info. Need to engage small employers to enroll their employees and receive tax credits if they have lower income employees. Need to engage uninsured that did not enroll the first time: – 89% of uninsured adults don’t know enrollment starts in November – 66% know little or nothing about the Marketplace – 53%don’t know financial assistance is available.

What I Worry About When I Can’t Sleep 2 federal courts have ruled that consumers purchasing health care coverage through federally-facilitated Marketplace are not eligible for premium assistance. Likely to be decided by the US Supreme Court—and that is what I worry about! Smart states with federal exchanges will quickly develop state exchanges & apply for federal $ by Nov. 14-the last opportunity to have the feds pay for exchange development. 80% of Pennsylvanians purchasing health care coverage on Exchange are receive premium assistance (average of $2,460/year for a total of $819 million/yr.)

Many other benefits of a State Exchange Would receive about $50 Million/year for navigator grants instead of $2-4 million/yr. which would allow us to reach & enroll many more consumers & small businesses. Could streamline Medicaid & CHIP enrollment. Insurance could be reduced. Feds charge 3.5% of premium—CO 1.4% & CN 1.35% I ask for our Collective Action: e-mail now: www.governor.state.pa.uswww.governor.state.pa.us. Apply for federal funding to create state exchange by November 14 th.
