Instruments by which the Municipalities involve the citizens and other stakeholders in the development of SEAP To be efficient, local forums should:inform raise awareness assess debate propose solutions

Each partner: Municipalities – stakeholders o What?4 Forums, 3 sessions o When?In the development stage of the SEAP o Where?Each Partner town o Why?involve the citizens and other stakeholders in the development of SEAP o How? Template to be discussed between partners

Main stakeholders to be involved by Municipalities in the development of SEAP o Representatives of the industrial, agricultural, construction, service and transport sectors; o Universities, research institutions and energy agencies; o Policy makers and public bodies in the territory; o End users, civil society and its associations (trade, professional, consumers, craftsman, industry associations); o Chambers of Commerce; o Energy and energy service suppliers; o Public and private financial actors. Note: At least 15 participants to each forum / session.

Each partner should organise 4 forums, each consisting of 3 sessions Main issues to be discussed the development of SEAP: o Built environment, including new buildings and major refurbishment; o Municipal infrastructure (district heating, public lighting, smart grids); o Land use and urban planning; o Decentralised renewable energy sources; o Public and private transport policies and urban mobility; o Citizen and, in general, civil society participation; o Intelligent energy behaviour by citizens, consumers and businesses Main sectors to be evaluated in the development of SEAP o Residential sector o Institutional sector o Transportation o Waste Management o Agriculture o Water Management
