MONTGOMERY COUNTY PLANNING DEPARTMENT Maryland-National Capital Park and Planning Commission Challenges ahead A focus on infill instead of green fields development Developing finer-grain plans that create a hierarchy of unique, livable centers, which address economic functions and roles Putting the “T” in TOD Making sure that infrastructure keeps pace with growth Addressing the need for affordable housing Providing high quality open spaces including urban parks and public spaces Establishing place making features and recognizing the unique characteristics of different parts of Montgomery County

MONTGOMERY COUNTY PLANNING DEPARTMENT Maryland-National Capital Park and Planning Commission What Master Plans Can Do…and What They Can’t Master Plans do: Identify community goals and needs Create a blueprint and establish a long-term vision Create a framework of streets and open spaces Guide the implementation and regulatory processes Master Plans don’t: Require private owners to undertake development or renovation projects Create a real estate market where one doesn’t exist Develop detailed plans for capital improvements (such as roads and schools) or operational issues (such as new traffic lights)

MONTGOMERY COUNTY PLANNING DEPARTMENT Maryland-National Capital Park and Planning Commission Plans do not usually get fully built out Example: 1994 Bethesda CBD Plan allowed potential total density of 27.8 million square feet. After 21 years, the existing density on the ground = 23.7 million square feet Example: 1997 and 2013 Glenmont Plans promote development near a Metro Station. However, there has been one new private development in vicinity of the Glenmont Metro in past 30+ years. Rule of thumb: 75% build out over 20 to 30 years
