14 The Pennsylvania Child Welfare Training Program202: The Independent Living Services Continuum: Engaging Youth in Their Transition Process Overhead #13, Page 1 of 1 Final IL JEOPARDY In this design, the county children and youth agency provides IL services to youth in placement within the county using agency staff and contracts with private residential facility or group home that has IL services as one component of its program to provide the IL services to county youth referred. The county agency and the private provider have joint responsibility for program reporting.
