INFRASTRUCTURE CSIR 2015 CONFERENCE “IDEAS THAT WORK"

Public Infrastructure Spend Past and Future National Infrastructure Plan - 18 SIPS CSIR Build Environment – Role to play in infrastructure development Key considerations CONTENT

PUBLIC INFRASTRUCTURE SPEND PAST AND FUTURE

PAST INFRASTRUCTURE SPEND Govern Spending by National, Provincial and Local Government and Agencies increased significantly since 2011 Since 2009/10 to 2013/14 Public spend R 1,09 trillion on infrastructure – mainly on economic infrastructure – the highest in 25 years

INFRASTRUCTURE SPEND IN PAST 40 YEARS

MTEF 2015 - PUBLIC SECTOR INFRASTRUCTURE 42% Transport & logistics 20% Energy 14% Water & Sanitation 45% SOC 22% Local Government 17% Provinces 10% PE

7 4 develop a 20-year planning framework beyond one administration to avoid a stop-start pattern to the infrastructure roll-out 2 develop a single common National Infrastructure Plan that will be monitored and centrally driven 3 identify who is responsible and hold them to account THE PICC WAS ESTABLISHED TO... 1 coordinate, integrate and accelerate implementation 7

BUILD ENVIRONMENT CAPABILITY Building Science & Technology Construction materials & methods Architectural engineering Construction Industry & innovation Transport systems & operations Hydraulic Infrastructure engineering Water services & Asset Management Coastal and port engineering Coastal & Hydraulic lab Transport Infrastructure Engineering Spatial planning & systems Remote sensing & GIS Human Settlement design Decision support, data & systems analysis Urban & Regional planning Urban dynamics lab Agrément SA Pavement design, construction, testing Advanced materials testing Transport management, designs& systems Network asset management Transport & Freight Logistics Innovative building technology accreditation

RESEARCH IMPACT AREAS Decision support for planning, monitoring & maintenance of settlements Design guidelines for public buildings, new building materials and construction methods Design methods & maintenance procedures for road, rail & ports Models & methods for efficient public freight & transport system

LINK TO INFRASTRUCTURE PRIORITIES & SIP’S Energy - renewables Rail – new capacity expansion, working smarter Roads – mainly refurbish, maintain (new national roads) Water and Sanitation – bulk raw water, waste water, water treatment Social infrastructure - schools, universities, early childhood development centres, hospitals, clinics, housing Spatial planning - developing cities / towns differently Broadband roll out – smart cities, linking rural Agri logistics

MTEF REMARKS NT & DPME reviews of infrastructure implementation (effectiveness & efficiency) and reforms are coming : The reviews have observed that policies are often designed without fully assessing the costs and implications of choices being made. Significant savings are possible if departments make adjustments. During 2015/16, expenditure and performance reviews will examine government accommodation, school infrastructure, provincial roads, and information and communication technology costs at schools Housing: The full cost of RDP houses significantly exceeds the capital subsidy, with serious implications for the budgets of relevant institutions – especially municipalities – as well as the pace of housing delivery and the affordability of current policy commitments Public transport: By a variety of measures, public transport in South Africa is very expensive for both users and government, largely because apartheid’s spatial legacy results in inefficient patterns of transport use. Government is working to change the spatial layout of the cities through improvements in land use planning over the long term. In the short term, the densification of the cities in specific nodal areas and along identified corridors will assist in reducing the costs of public transport. Improving the integration of the transport system

KEY CONSIDERATIONS HOW DO WE PLAY THE GAME AS A TEAM ?

KEY CONSIDERATIONS (1) Implementation of infrastructure - what role to play ? Research priorities - what about the future needs - is contract research visionary enough ? Funding – contract research = 70% of revenue - does it leave enough space for greenfield game changer research ? Perception of being expensive – is the business model calibrated towards technical people or is there too much overheads ?

KEY CONSIDERATIONS (2) Fragmented repository of knowledge and intelligence - no single go to place to find already paid for research done for government - how to partner with government ? Norms and standards - How to implement it and make it work in practice ?
