4 4 Addressing the End-to-End Process Definition of scientific and operational requirements Observing System Simulation Experiments (OSSE’s) On orbit instrument characterization Instrument calibration and data validation Algorithum development, data analysis, and instrument validation Forward model development Data assimilation and numerical modeling Research applicatopns and forecast assessment Delivery of model results to the user community Computational resources and system engineering Data flow and archival requirements NASA and NOAA scientist and managers should be involved in an end-to-end process, from defining an instrument, to characterizing that instrument’s in flight performance, to integrating the data into NOAA operational products, and to assessing its impact on forecast. The process includes the following: To cover the entire process, the two agencies must work together and share costs, not only in defining requirements for a given satellite instrument, but also in developing the infrasture needed to collect, process, and assimilate data in the numerical forecast models.

13 13 Summary NASA and NOAA recognize the need to work together to develop an end-to-end process for maximizing the use of satellite data in weather forecast models The NASA-NOAA Joint Center for Satellite Data Assimilation (JCSDA) provides the bridge for making the transition from research to operations, as well as engaging the larger research community Establishment of the JCSDA must be recognized as a cornerstone for maximizing the U. S. investment in space as part of an advanced global observing system Increasing urgency to expand partner list within domestic and international modeling communities
