3 NRIC V Focus Group 4 Interoperability 12/2/2015 Ross Callon 3 Charter The purpose of Focus Group 4 is to provide recommendations to the Council that, when implemented, will facilitate and assure interoperability of public data networks. The duties of the Focus Group 4 will be to prepare studies, reports, and recommendations for assuring data network interoperability within the parameters set forth in the NRIC V Charter. Focus Group 4 will determine what levels of interoperability are needed. Focus Group 4 will also monitor future developments to ensure that interoperability is not at risk. Focus Group 4 will make recommendations with respect to interoperability issues that may arise from convergence and digital packet networks. Focus Group 4 may also make recommendations with respect to such additional interoperability issues as the Commission may specify.

5 NRIC V Focus Group 4 Interoperability 12/2/2015 Ross Callon 5 Progress To Date New Co-chair First meeting December 7th at Genuity (Burlington MA) Discussion of NRIC, and of Focus Group 4 Status of standards for data and for voice over IP Technical protocol standards are “well underway” Carrier Interconnection and peering issues Discussion of focus group short term direction

6 NRIC V Focus Group 4 Interoperability 12/2/2015 Ross Callon 6 Carrier Interconnection / Peering Issue This is a hot issue among carriers, and in ITU Genuity and Level 3 requirements for peering were presented Peering requirements in general were discussed International issues, Recent ITU discussions and actions were presented Consensus of those attending meeting that the focus group should: Work on peering issues, Produce white paper discussing peering issues for best effort data Targeted for completion for October council meeting Recommend that carriers publish their criteria for peering (further details need to be refined)

8 NRIC V Focus Group 4 Interoperability 12/2/2015 Ross Callon 8 Recommendations / Next Steps Continue to encourage Council member organizations and other participating to contribute to effort Make progress on peering white paper Peering for best effort data service Goal is to become publicly available (publish?) Is likely to be augmented over time Coordinate with 2.A2 Consider longer term issues Peering for voice Peering with CoS (better than “best effort” service) Application level peering Other peering issues Whether there are other issues for us to look at (such as testing)
