3. Competitiveness and IP IP system is a system of granting benefits of new invention to person for their patents, in the other hand, it creates competitiveness between IP works and between the inventors.

4. Competitiveness Competitiveness is the main tool to push forward the country’s economy and the main capacity of competing with products between SMEs in the internal and external market.

5. Competitiveness and IP When a product, service and technology is as much as highly developed and protected, the below results follow: 1. The possibility of granting benefits to inventors and owners is increased. 2. The competitiveness of a product, service and technology is increased in the market. 3. The competitiveness between SMEs is arised.

6. SMEs, Entrepreneurs and IP Entrepreneurs and SMEs are lack of knowledge of IP. They do not know how to protect their IP and how to use it in their business.

7. TO SUPPORT SMEs It is necessary support programs from Government in order to improve knowledge of IP for SMEs and to increase competitiveness between SMEs.

8. A program implemented by Mongolian Government Master plan to develop Mongolian Science and Technology in 2007-2020 Resolution No 2 of Government of 3 rd January 2007 This plan is to determine the policy objectives and strategy of developing Mongolian Science and Technology and future activity, plan and projects. It has 6 programs.

9. A program implemented by Mongolian Government The programs are: 1. To determine the leading directions of Mongolian Science and Technology and to Implement or to determine program of technology. 2. To develop the innovation system of Mongolia 3. To refine Science and Technology information, statistics, examination and evaluation 4. National plan to develop advanced technology 5. Educate and support researchers 6. Support plan of research work of University.

10. A program implemented by Mongolian Government The plan of developing national innovation system in Mongolia in 2008-2015 Resolution No 306 of Mongolian Government of 28 th of November 2007 Objective is: To create basic conditions of developing national innovation system which is helpful to maintain Mongolia’s position in future development all over the world for the purpose of satisfying a demand at the field of industry as well as research activity.

11. A program implemented by Mongolian Government Sub programs are: - To create the innovation system - To develop the advanced technology - To support the research work of Governmental Universities and Institutes - To support young researchers

12. A program implemented by Mongolian Government Results will be: - Innovation legal regulation, organizational structure and subsystem will be made up. - Market relations of supporting intellectual resources and innovation products wiil be formed. - Financing form to an innovation activity and Government support mechanism will be came into existence. - As a result of improving co-operation between research institutions, SMEs and macro industries, innovation activity based on the advanced technology will be created.

13. IPOM IPOM created IP study and information department with the support of WIPO. Activities are: - To deliver IP information - To support and encourage of cooperating with SMEs - To organise IP courses
