Alessandra Scagliarini Alma Mater Studiorum Università di Bologna ITPGAH Bruxelles 27/02/2008

Where did we start from? In general, an examination of national funding to research may provide insights of national priorities

1. Italian research in the field of animal health is extremely fragmented UNIVERSITY

REASONS FOR FRAGMENTATION UNIVERSITY ISSIZS Ministry of health MUR RESEARCH FUNDING IS SCATTERED BETWEEN DIFFERENT BODIES Few public-private partnerships

1.Scarce involvement and co-ordination of Italian representatives in the elaboration of Eurpean strategies on animal health; 2.Uncoordinated lobbing activities; 3.Insufficient interaction between research institutes and industry; 4.Insufficient interactions between industry and Regulatory Authorities;

ITPGAH is creating a discussion forum between different stakeholders, under the leadership of industry to focus research on national priorities And to avoid duplications for a more effective use of resources and limited funds ITPGAH could represent a possible solution……. December 2006 http://www.unibo.it/Portale/Ricerca/GAH.htm

Structure and functioning of ITPGAH The Technology Platform has 5 components: ・ An Executive Committee ・ A Scientific Committee ・ Working groups ・ Member State “mirror groups” ・ A Secretariat

EXECUTIVE COMMITTEE IZLER stefano.cinotti@bs.izs.it

SCIENTIFIC COMMITTEE

Who has already endorsed ITPGAH? The endorsement form is available on line to allow all the italian stakeholders to join the platform and contribute to the implementation of the related documents

Action plan and selection of priorities PROVIDE A NATIONAL DIMENSION

Developing a model for prioritisation is a good way to guarantee transparency in defining research topics BUT 1 Prioritise animal diseases 2 Gap Analysis The ETPGAH MODEL CAN BE HARDLY ADAPTED TO NATIONAL NEEDINGS and TYPICAL PRODUCTIONS

1 Prioritise animal diseases 2 Gap Analysis

ITPGAH WILL INVESTIGATE CRITERIA TO DEVELOP A NEW MODEL OF PRIORITISATION

3 Fundamental research Italy has a good scientific research base But the translation of scientific discoveries into new products Needs to be significantly improved Too much time and resources lost in HOBBY RESEARCH

CO-ORDINATION vs FRAGMENTATION

4 Improve Technology Transfer Can italian SME compete with international BIGS? GOVERNMENT SHOULD ENHANCE APPROPRIATE MEANS TO DEAL WITH IP AND PROVIDE FUNDS TO INCENTIVE PATENTING and GMP and GLP MINOR SPECIES NEED AD HOC DRUGS

5 Regulatory & Societal Issues Government plays a major role in shaping the business environment for animal health companies Italian companies recognize the need for Government actions Need for simplification of existing legislation without compromising human and animal health Fragmentation between national and central authorisations is the major point of criticism from local industries

6 Global Perspective ITALY SHARES many characteristics with countries of the Mediterranean area Livestock productions, climate, sanitary problems PROMOTE CO-PERATION PROJECTS BETWEEN Med COUNTRIES To safeguard European livestock productions
