Page 3 Project Status The Potential Lot for the project is a part of a High-rise residential development project owned by Khang An (Local Developer) Land Use Right for residential development is already in-place by Khang An Potential lot for Hospital is 8,000 sq meter+ and needs a conversion of Land Use Right to Hospital Use Victoria Health Group in under negotiation with Khang An to secure the Potential site (MOU between Khang An and Victoria is scheduled in early August. Victoria Health Group wants Samsung C&T to be a partner bringing capital and hospital construction expertise

Page 4 Action Plan No. LUR Acquiring Process Tentative Due Date MajorDetailed 1 MOU (Victoria & Khang An) -VH presents interest in acquiring land use right from KA -KA shall deliver hospital use permitted land use right to VH 2 nd week of Aug. (1 month) 2 Land Value Appraisal (3 rd Party ) - VAMED/CBRE to Propose 2 nd week of Sep. (1month) 3 Sales Agreement (Open Escrow) -Transaction closes when land use right conversion completed -VH agrees to pay land use right conversion related expenses End of Sep. (2 weeks) 4Government Process -1/500 redesign( Hospital programming) -Submit the application to local gov. -Local gov. People’s committee -People’s committee DOF, DOH, DOP End of April 2012 (6 months) 5 Land Use Right Certification (Close Escrow) -Samsung invest equity to purchase the LUR End of April 2012 * All these action items are between VH & KA. C&T’s R&R and time of engagement shall be studied more
