Nodal MIS Portal Project MIS Functions to Support EDS 3, Release 5 September 11, 2007

Status of Key Activities to Meet SCED Objectives as reported to TPTF 08/28/07 EDS ActivityStatusComment EMS – MMS static data synchronization (Electrical buses, QSE to resource mapping, Electrical bus to Hub mapping) Confidence of delivery is High Identified data elements to be kept in sync Effort launched to validate data elements Build and test, EMS – MMS interface for SCEDConfidence of delivery is High Detailed design published to TPTF 8/1 EMS being FAT tested – forecast completion 9/6 MMS code changes for completing interface – 9/6 Generate SCED reports (Inputs and Outputs) –Status of breakers and switches –Transmission flows and voltages –Transformer flows, voltages and tap position –Voltage schedule –15 min avg of Loads on Electrical Buses(5) –LMPs on Resource Nodes, Hubs, Load Zones (1) –SPPs on each hub and load zone(2) –Shadow Prices(4) –Binding transmission constraints (3) Confidence of delivery is low Cross-project effort launched, targeting 11/01/2007 for delivery of reports Looking at various options to source LMP and related data

September 11, 2007 MIS Status for EDS 3, Release 5 as of 09/10/07 EDS 3, Release 5 Activity MIS Requirement MIS StatusComment Log into MMS system with EDS Digital Certificate –Upload 3 part Offer, upload COP, upload Inc/Dec, upload Output schedules –Verify 3 part offer, COP, Inc/Dec, Output schedule Launch MMS Provide single sign-on capability On target for delivery by 11/01/07 MMS UI will not be the screens currently under design and review by the Market Generate & Review SCED Reports Inputs to SCED Status of breakers and switches Transmission flows and voltages Transformer flows, voltages and tap position Voltage schedule ………….. Outputs from SCED LMPs on Resource Nodes, Hubs, Load Zones (1) SPPs on each hub and load zone (2) Binding transmission constraints (3) Shadow Prices (4) 15 min avg of Loads on Electrical Buses (5) Provide links to down- loadable reports via MIR interface Confidence for delivery by 11/01/07 remains low Next portal release will include MIR interface to reports & extracts; HOWEVER MIS dependent on delivery of these reports from source systems; delivery of reports not part of MIS scope

September 11, 2007 Working to deliver SCED reports as prioritized by TPTF SCED Outputs  LMPs for each Resource Node (1)  Settlement Point Prices at Hub and Load Zone (2)  SCED Shadow Prices (3)  Binding transmission constraints (4)  LMP Contour Map EMS Outputs  15 min average of Loads on Electrical Buses (5)  Status of breakers and switches  Transmission flows and voltages from SE  Individual transmission Load on Electrical Buses  Sum of Load on each Electrical Bus in each Load Zone  Total Load on Electrical Buses in the ERCOT System  Sum of ERCOT generation  All voltage schedules (Priority as defined by TPTF)  Differences in MMS design and Market Participant expectations could lead to delay in implementation of LMP Contour Map  Working with MMS Vendor to implement SCED outputs through MMS UI  Developing requirements for EMS reports by working with ERCOT business

September 11, 2007 Why the potential delay in reporting? Original plan for delivery of Reports & Extracts was a distributed responsibility shared across multiple Nodal projects –TPTF update presented by Pat Harris on 02/06/07 “ Application systems own the content – requirements, generation, responsibility for accuracy” “Application systems sign off on its accuracy” “Data owners from each Nodal Project Team generate requirements to define data products originating from their systems” Issue: no single ownership - application systems focused on core application functionality; reports/extracts requirements inconsistent across projects Revised plan - single, focused responsibility driven by MIS project & PMO –Coordinated effort will still require MP, Business, and Nodal application project involvement; however single point of management can drive priorities and ensure EDS synchronization
