Workshop 7 please delete non-discussed principles below Common Principles for Quality Assurance in E&T discussed: QA to ensure accountability & improvement of E&T QA policies & procedures at all levels of E&T systems QA as an integral part of the internal management of E&T institutions QA on context, input, process & output dimensions emphasis to outputs & learning outcomes. QA systems:+ clear & measurable objectives & standards + guidelines for implementation, including stakeholder involvement + appropriate resources + consistent evaluation methods (self-assessm. & external review) + feedback mechanisms & procedures for improvement + widely accessible evaluation results Co-ordinated QA initiatives at national & regional level QA as a co-operative process across levels, involving all relevant stakeholders, within countries EU QA guidelines as reference points for evaluations & peer-learning

Workshop 7 Main Lessons Learned/Workshop Results 1.Introduction of a national QA is a complex, co-operative process, which needs to be continuous, backed by the authorities; it can not be limited to education providers alone but must also extend to the administration and regional as well as national governing bodies. 2. QIBB has only been introduced 6 months ago. It is too early to measure impact and results. But it has generated mostly positive responses by teachers. Positive because it involves the teachers, it generates possibilities of networking, of being listened to and of cross curricula networking. Then there are also fears which come from a missing tradition of evaluations.

Workshop 7 Main Lessons Learned/Workshop Results ctd. 3. QIBB relates closely to the national quality framework and is conditional for a future system of credit transfers which necessarily will rely on the existence of a quality management system. One problem is the application of most CQAF indicators. They are too general and results are not comparable. More work is needed.
