5  The U.S. Small Business Administration (SBA) Office of Technology  Small Business Innovation Research (SBIR).  Small Business Technology Transfer (STTR).  Eleven federal departments participate in SBIR.  Five departments participate in STTR.  $2 billion to small high-tech businesses.
