JACK O’CONNELL State Superintendent of Public Instruction 3 K–1 Reading and Writing Background Testing of K–1 students in reading and writing required by Elementary and Secondary Education Act Prior to 2009–10, K–1 students tested in listening and speaking only In 2009–10, testing in reading and writing became operational –Overall score still calculated as the average of listening and speaking

Overall still the average of listening and speaking.

JACK O’CONNELL State Superintendent of Public Instruction 19 Changes to Title III Accountability – AMAO 2 Include all English Learners (ELs) –Annual and initial testers classified as ELs Two cohorts are established: –ELs receiving EL services for less than 5 years –ELs receiving EL services for 5 years or more LEAs/consortia must meet targets for both cohorts to meet AMAO 2

JACK O’CONNELL State Superintendent of Public Instruction 21 Title III Accountability Results – Percent Meeting AMAO 3 AMAO 3 –19% met all targets – 7% in “pending” status (LEA/consortia in “pending status” met all requirements for the safe harbor alternative method of meeting the percent proficient criteria for the EL subgroup, with the exception of the graduation rate requirement)

JACK O’CONNELL State Superintendent of Public Instruction 22 AMAO 3 “Pending” Determination 2008-09 graduation rates were not available prior to 2010 AYP release in September LEAs/consortia that received a “Pending” status for met all AMAOs maintained 2008-09 status Academic Yearly Progress determinations will be updated in November once graduation data are available. Title III data will be updated and LEAs/consortia Title III status will change
