Inventory Presentation to VFR Regional Management Team July 2001 Regional TEM and VRI Status and Issues Arrowsmith TSA Inventory Update Audit IKONOS Satellite Imagery Assessment
2
Regional TEM and VRI Summary
3
Baseline Inventories TRIM base mapping Cadastre/Ownership Vegetation (VRI) or Forest Cover Terrestrial Ecosystem Mapping (TEM)
4
Vegetation Resources Inventory Replaces traditional forest cover inventory Comprised of Estimation (Phase 1) and Sampling (Phase 2) Incorporates measures of statistical accuracy Initial projects started in 1995: Fraser TSA (Boston Bar) and TFL 25 (Jordan River)
5
Vegetation Resources Inventory VRI program currently supported solely by FRBC via major licensee MYA funding Phase 1 estimation costs ~ $1.50/ha. - similar cost to forest cover interpretation Phase 2 sampling costs ~ $300,000 per typical management unit (TSA or TFL) Total VRI cost for a 400,000 ha. mgmt unit ~ $900,000
6
VRI Completion (Phase 1 and/or 2)
7
Full VRI Completed -TSA/TFL
8
VRI Coverage: TSA and TFL
9
Areas with no VRI Soo, Sunshine Coast (no Phase 1), Arrowsmith, Strathcona, Mid Coast and QCI TSAs All Weyerhaeuser and TimberWest TFLs Interfor - TFL 10, TFL 38 WFP - TFL 19, TFL 25 (3 Blocks) Most Provincial/Federal Parks
10
Possible VRI Priorities for TSAs Over the next 5 years, at a minimum, should try to complete: - Kingcome TSA (Phase 2) - Mid Coast TSA (Phase 1 and 2) - QCI TSA (Phase 1 and 2) To achieve this requires total funding of about $3 million - need for a steady yearly budget of at least $500,000
11
Terrestrial Ecosystem Mapping TEM is a site series inventory - the step below the Biogeoclimatic Ecosystem Classification (BEC) level Ecological framework for forest management decisions Key data source for LU plans, wildlife habitat mapping, site productivity/site index adjustments (SIBEC), silviculture investment strategies, etc. FRBC is sole funding source for TEM
12
Current TEM status TEM and other ecosystem mapping covers about 30% of VFR More than 90% of TFLs have TEM or other forms of ecosystem mapping Less than 10% of the TSA area has TEM Soo, Sunshine Coast, Mid Coast and QCI TSA have no TEM Fraser, Strathcona and Kingcome TSAs approaching 20% completion Arrowsmith TSA will be complete by 2003
13
TEM Coverage in VFR
14
TEM Coverage by TSA/TFL
15
TSA Coverage of TEM
16
TFL Coverage of TEM
17
TEM Coverage - TSA Areas on Vanc. Island and South Mainland
18
TEM Issues Expensive type of inventory - between $2 and $4/ha. Limited amount of qualified contractor capacity on the Coast Before 2000, licencees spent all TEM funding from FRBC on their TFLs Interfor and Canfor are now funding TEM in Kingcome and Strathcona TSAs MOF receives only $150,000 annually from FRBC for TEM
19
The TEM Challenge Bring TEM on the TSAs up to the same completion level as TFLs Secure sufficient funding to complete TEM, at least for the productive forested areas - approx. $750,000 annually over 5 years Co-ordinate TEM projects across the Region to minimise costs/maximise efficient use of resources - a key role for MSRM
20
The Costs of Not Doing TEM Vital baseline inventory missing - prevents derivation of other important data, e.g. wildlife habitat suitability No site productivity adjustments - further downward pressure on AACs No certification of operations as claims of sustainability rely on ecological inventory - loss of credibility and markets Key data for land management decisions is missing
