8.  Second-language study is communicating effectively with and receive communication from speakers of another language in authentic cultural contexts.  Learning another language requires the learner to understand the cultures from which the language arises and which it resides, and use the language to communicate accurately.  Second-language proficiency can improve learning in other disciplines, such as English, history, and art, and expand professional, personal, and social opportunities.
