MEASURES UNDER THE E-PROCUREMENT PROGRAMME Develop an e-procurement technical platform under the requirements of the Concept of Establishment of e-Government in the Republic of Tajikistan compatible and integrated with the e- government elements of other ministries and agencies Transform the current website of the Agency for Public Procurement of Goods, Works and Services under the Government of the Republic of Tajikistan into a State Single Public Procurement Portal of the Republic of Tajikistan Organize interaction with line ministries and agencies, local executive authorities Ensure timely development and submission of Annual Procurement Plans on the basis of forecasts of procuring entity’s expenditures Provide special staff training to procurement specialists from government organizations and agencies and to private sector representatives Develop material and technical base and staff capacity of the authorized public procurement body

OPERATING PRINCIPLES OF THE AUTOMATED PUBLIC PROCUREMENT SYSTEM No Tender Committee – committee replaced with an operator of an electronic trading platform Automatic bid opening and generation of Bid Opening Minutes by the system on the web-portal Checking by the operator of bids for compliance with the terms and conditions of the Request for Quotations and completeness – minimum human factor involved In case of non-admittance to the evaluation procedure, the denial is justified by the operator and a report is published on the web-portal Automatic comparison of admitted bids and winner determination
